Purpose: The Public Safety Manager (PSM) is responsible for managing and growing the Deep Ellum Foundation (DEF), Deep Ellum Public Safety Program (DEPS). The PSM develops and oversees implementation of safety and security strategies designed to reduce criminal activity within the Deep Ellum Public Improvement District (DEPID). This responsibility is accomplished by being a proactive and accessible resource for businesses, property owners, visitors, and residents. The Manager also builds and maintains relationships with the Dallas Police Department (DPD), related security officials, and prospective donor partners [SKH1] [SKH2] to leverage public and private resources to promote security in Deep Ellum. The PSM is the primary subject matter expert on all safety and security matters for the Deep Ellum Foundation and provides direct business consulting services as well as develops programs to further districtwide security goals as needed.

Position Details:

• Exempt, Full-Time: 40 hours/week; core hours 8:30am-5:30pm, Monday-Friday, with expectation for weekend late night hours at least once per month.

• Salary commensurate with experience.

• Reports to the Executive Director, The Deep Ellum Foundation.

• Attends monthly board, business, crime watch and staff meetings.

• Availability by phone and text message during non-business hours is often required to address incidents and direct security personnel as needed based upon stakeholder requests.

• On-site availability during peak hours/days may be required beyond the core schedule to effectively evaluate neighborhood crime, coordinate with DEF-hired security personnel including off-duty officers and identify pain points within the neighborhood.

Public Safety Manager Responsibilities:

• Guide the Deep Ellum Public Safety program vision and mission in accordance with the Deep Ellum Public Improvement District Strategic Plan, 2019-2025.

• Prepare and manage the annual Deep Ellum Public Safety program budget and regular vendor payroll. 

• Manage the Expanded Neighborhood Patrol Program, partnering with the Expanded Neighborhood Patrol coordinator (Dallas Police Department, uniformed supervisor) to ensure patrol shifts are efficiently covered and security concerns and issues are effectively addressed throughout the DEPID. Track and maintain records of incident reports, 911 responses, and trends to inform appropriate coverage.

• Conduct weekly meetings with the ENP Coordinator as well as regular meetings with both DEF hired and private contract security operations personnel in Deep Ellum to maintain consistent coverage and open lines of communication between all DEPS program assets.

• Assess and adjust a district security coverage plan on a continuous basis (weekly, monthly, quarterly and annually) to remain adaptive to changing neighborhood needs.

o Monitor area events, multiple media and social media outlets for variations in level of neighborhood activity as well as risks, threats and vulnerabilities confronting the DEPID.

o Continuously align the proper security resources to mitigate safety concerns, and

o Communicate updates to stakeholders, as appropriate (e.g. for major road closures, construction related safety hazards and other significant situational changes).

• Direct ENP and security officers to address quality of life issues throughout DEPID as well as coordinate with DPD, the City of Dallas Office of Homeless Solutions and other intervention personnel to address panhandling and homeless population concerns.

• Craft and share Public Safety reports including upon a weekly basis to inform stakeholders of activity within the DEPID as well as solicit assistance and feedback, as needed. Curate Public Safety updates for board, business owner, and annual stakeholder meetings including by synthesizing learnings from monthly crime statistics secured through the Dallas Police Department.

• Serve as the direct point of contact for local businesses to coordinate incident response by DEPS program personnel and consult upon safety concerns as needed, via the Deep Ellum Public Safety hotline, including outside of regular business hours especially on weekend nights and evenings.

• Maintain regular invoicing and communications to all DEPS program contributors. Recruit and retain property and business owners to contribute financially to the Deep Ellum Public Safety program.

• Consult upon neighborhood infrastructure challenges including but not limited to area lighting, security camera coverage, unmonitored private property, and crosswalks, identifying safety risks and coordinating with Executive Director and relevant partners to mitigate issues.

• Works closely with the Marketing Coordinator and other DEF staff on projects that promote the Deep Ellum Public Safety Program and the district overall including through highlighting engagement of Deep Ellum businesses and neighborhood stakeholders.

• Develop, gain input upon and communicate an emergency preparedness plan for the district to both internal and external stakeholders. Serve as the primary liaison to local, state, federal law enforcement for events that could disrupt the continuity of normal operations in Deep Ellum, including natural disasters and health crises. Collaborate with the City of Dallas Office of Emergency Management and surrounding institutional partners such as Baylor, Scott & White security personnel.

• Serve as the face and voice of Public Safety in the DEPID including through but not limited to:

o Maintaining working relationships with security personnel at late-night establishments especially and businesses throughout the district.

o Building and maintaining relationships with other security leaders surrounding the central business district including those serving other PIDS, and attending monthly City of Dallas Central Business District Crime Watch meetings and other community safety meetings as applicable.

o Addressing media inquiries as approved by the Executive Director.

• Maintain appropriate confidentiality.

• Other projects and tasks as assigned.

Additional Requirements:

Valid driver license.

Ability to meet the Department of Homeland Security requirements confirming identity and right to work in the United States is required.

Previous employment must be verifiable (reference maybe requested).
