Your job in the department is to . . .

Lead and coordinate internal and external communications, marketing, and branding efforts, with a focus on Equity, Engagement, Health Literacy, Trauma Informed Care principles, and other initiatives identified by State and Federal sources. Provide technical assistance, and training to internal divisions and program staff as needed. Create, update, enhance, and disseminating health education materials that are tailored to identified populations. Work with Division Directors and their staff to develop and implement public awareness campaigns materials. Develop and implement communication plans for the 4 HHS Service Divisions, to include utilization of effective communication methods and media, including the website(s), social media, and other digital tools. Be the HHS contact to the media community in Lincoln County.

Working with the HHS leadership team and other Division leadership to provide guidance on how to increase the organization's communications footprint in the community. Collaborating with the Public Health emergency preparedness coordinator to develop risk communication plan and templates for specific events and emergencies.

Communications Planning and Coordination:

  • Develop and regularly update the HHS external communications' plans including but not limited to routine public and programmatic communications and risk and emergency communications.
  • Develop and implement communications strategies that are inclusive, responsive to the communities' specific needs and communication's preferences.
  • Ensure that all programmatic and operational communications needs, and plans are coordinated and met.
  • Coordinate the creation of the Public Health bi-monthly newsletter and the annual report.
  • In collaboration with the leadership teams, develop, implement, and evaluate internal communications plan, including highlighting department accomplishments, dissemination of relevant research articles and reports.
  • Maintain current knowledge of internal division initiatives and activities.

Marketing and Branding:

  • Develop, update and/or disseminate the branding strategy and guide to staff within the organization.
  • Create and design marketing materials and communications to strategically communicate specific initiatives including but not limited to the Health Department Strategic Plan, Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP).
  • In collaboration with programs, design and implement public awareness campaigns within Lincoln County.

Material Development:

  • Provide technical assistance to various programs and sections in developing and communicating educational and outreach materials such as pamphlets, posters, mailers, social media posts etc.
  • Research, identify, develop, and present appropriate communication tools and materials to leadership for targeted diverse audiences across various communication tools, including awareness campaigns, social media, and digital outlets.
  • Work collaboratively with communities to co-create communication strategies that are understandable, respectful, and responsive to diverse cultural health beliefs and practices, preferred languages, literacy level and other community needs.
  • Draft written responses to social media inquiries from governmental and non-governmental organizations and the public.

Media relations and public information:

  • Develop, implement, and evaluate external communication plan, to include cultivating relationships with local media.
  • Be the HHS point of contact for media outlets.
  • Maintain an up-to-date list of all media outlets and staff operating and/or transmitting in Lincoln County.
  • Address the needs of local media regarding HHS issues.
  • Plan and execute community wide releases of health information and risk communication in Lincoln County, in coordination and collaboration with Lincoln County Public Information Officer and other community partners and health systems as needed.

Training and capacity building:

  • Provide training and consultation to HHS divisions regarding effective communication methods, health risk communication, effective and equitable community engagement, health literacy principles, and principles of Trauma Informed Care.

Emergency management:

  • Train to be able to meet FEMA requirements for PIO duties during a Public Health emergency.
  • Be a part of Incident Management for any Public Health or HHS wide incident that rise to the level of needing a designated team to work on it.

Minimum Education Level

Bachelors

Specifics: Communications, Marketing, or related field

Minimum Experience Level

One year

Specifics: Any satisfactory combination of experience and training which clearly demonstrates the ability to perform the above-described duties, as determined by the Director.

Substitution Note:Any satisfactory combination of education and experience in public relations and marketing.

Driver's License

Oregon Driver's License required

Specifics: Must obtain within 30 days of hire.


Desirable Qualifications: Bilingual and/or bicultural competencies for the Latino/s population are preferred.


Knowledge of:

  • Effective marketing strategies for HHS identified populations.
  • Strategies needed to manage multiple tasks or projects at the same time.
  • Data interpretation/analytical assessment strategies

Skill or ability to:

  • Use and manage social and traditional media platforms (e.g., web site, twitter, Facebook, etc.).
  • Use specialized software, tools and equipment to design, manufacture and distribute marketing materials.
  • Communicate persuasively in both written and verbal forms.
  • Demonstrate creativity in designing marketing and communication materials.
  • Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.
  • Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).
  • Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.
  • Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.

WORKING CONDITIONS

Job Conditions: Normal working conditions in office environment.

Work Location: Lincoln County. Some remote work an option.

Travel: Travel throughout the county, to HHS offices and/or HHS related events as needed.
