Job description

This position is in the Alcoholic Beverage and Cannabis Administration’s (ABCA) External Affairs Division. The mission of the ABCA is to support the public’s health, safety, and welfare through the control and regulation of the sale and distribution of the alcoholic beverages and medical cannabis.

This position serves as a Public Information Officer responsible for engaging and responding to key constituencies, including media representatives, elected officials, licensees and prospective licensees, industry representatives, agency staff, and the general public. Incumbent also manages the agency’s website, email marketing, print and digital collateral, social media, educational offerings, community outreach, and Freedom of Information Act (FOIA) requests. The incumbent is also responsible for designing and implementing the agency’s informational and public outreach and education campaigns to educate the community and licensees about the agency’s programs and activities.

Duties and Responsibilities

Coordinates with the Director, Chief of Staff and division leads to design and implement cohesive short term and long-term marketing and communication plans (internal and external).

Provides counsel to the Director, Chief of Staff, Board, and agency leadership on communications and marketing activities.

Oversees and manages the agency’s communications team, including the Community Resource Officer, Public Affairs Specialist, and FOIA Officers.

Acts as the agency’s principal spokesperson. Develops and maintains a strong working relationship with media representatives. Timely fields and responds to media inquiries. Drafts media advisories and pitches stories to media outlets.

Reviews digital, audio, videography, and print collateral and remarks for brand integrity and messaging accuracy, clarity, and consistency. Coordinates updates to the agency’s logo and style guide as needed. Oversees development and maintenance of the agency’s website, email client, and other communication and messaging tools.

Designs and implements the agency’s informational and public outreach and education campaigns to educate the community and licensees about the agency’s programs and activities.

Develops and adheres to an annual communications budget. Oversees the agency’s compliance with language access requirements and opportunities. Serves on the District Government Public Information Officer team. Represents the agency on other committees and at meetings as needed.

Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience includes mastery of the methods, practices and procedures used in public relations, marketing and research mass media, advertising, special interest groups, community relations, and government relations, as they relate to large projects and initiatives. Strong analytical, strategic, and creative skills to develop and implement public outreach programs; and skill in developing strategies to disseminate information. Expert knowledge and understanding of the FOIA and demonstrated experience in preventing, reducing, or eliminating FOIA case backlogs.

Duration of Appointment: Management Supervisory Service - (At-Will). All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not in a collective bargaining unit.

Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
