Job Summary: Under the supervision of the Director of Health Officer/Director, the WIC Director/Nutritionist is responsible for supervising, coordinating, implementing and monitoring the programs, services and staff of the department assigned to the Women, Infant and Children Supplemental Food/Nutrition Program (WIC).
Essential Duties & Responsibilities:
Assessment:
1.Monitor health status and understand health issues facing the community.
• As one of the agency's Competent Professional Authority (CPA), assess the health and nutritional needs and status of clients enrolled in the WIC Program. Identifies and prioritizes health and dietary risk factors. Formulates dietary goals and care plans for individuals, families and groups served.
• Conduct a periodic assessment of the local project needs; routinely review and updated to reflect current data, information and trends.
2. Protect people from health problems and hazards
• Ensure that health screening staff utilize state approved anthropometric and hematological screening equipment and techniques, that equipment is properly maintained, and that results are within normal limits.
Policy Development:
3. Give people the information they need to make healthy choices
• Provide appropriate individual and group nutrition education in accordance with WIC Program Guidelines
• Provide specialized education and information to clients requiring medically prescribed nutritional formulas and foods
• Assure all nutrition and breastfeeding services are provided by competent staff and that staff vacancies are filled as quickly as possible with equally qualified staff.
4. Engage the community to identify and solve health problems
• Represent the WIC program and health department at designated meetings, advisory boards, committees, and community events.
• Coordinate WIC Program services and activities with other nutrition services and partners within the community, the agency or other County departments
• Foster relationships with community partners and maintain Memorandums of Understanding with local health department, Wisconsin social service agencies, and other partners as needed.
• Direct vendor management and training activities in the project service area and ensure that vendor monitoring, and reports are reviewed as outlined in program guidelines.
5. Develop Public Health policies and plans
• Prepares, revises and monitors the WIC Program budget. Monitors expenditures to assure compliance with the WIC grant and its provisions. Develop, implement and evaluate annual WIC objectives, as directed by the State WIC Office in the Grants and Contracts (GAC) system.
• Conducts periodic assessments and evaluations of WIC plans, goals and objectives against local health and dietary needs of clients.
• Develop, review and maintain the local policy and procedure manual to assure compliance with the Wisconsin WIC program.
Assurance:
6. Enforce Public Health law and regulations
• As a CPA, determines initial client eligibility for WIC Program services and prescribes appropriate food package based upon client needs.
• As Director, determines final eligibility for WIC Program services for clients that were certified by other staff.
• Enforces client and vendor violations of WIC program and responds to complaints
• Performs client certifications, updates and maintains WIC program and client records
• Observes and reports signs of abuse or neglect
7. Help people receive health services
• Refers clients to other agencies, department or community organizations who can better provide resources or services to the client.
• Assure the development of referral criteria and procedures to other community food and nutrition resources
• Provide leadership for assuring nutrition services are available to WIC participants through the coordination and integration of other programs
8. Maintain a competent Public Health workforce
• Responsible for caseload management, clinic flow, clinic schedules to serve participant needs and client services; supervises and directs the activities of the Nutrition Educator and Office Specialist in the performance of their duties and responsibilities
• Evaluates staff performance, determines work priorities, makes job assignments, and monitors work to assure compliance with program guidelines, policies and procedures.
• Attend and participate in training opportunities that further build capacity and skills and assure that appropriate staff attend meetings and trainings as required.
9. Evaluate and improve programs
• Prepares and creates statistical reports and activity summaries detailing services provided, breakouts of client characteristics, and objective outcomes in accordance with grant and funding requirements using WIC reporting software.
• Evaluate WIC data for program evaluation, quality assurance, needs assessment, coordination/integration and other management purposes.
System Management:
10. Contribute to and apply the evidence base of Public Health
• Model Be-PC (Being-Person Centered) skills across all aspects of WIC service delivery
• Actively participate in the local health department national accreditation process including work in performance management, quality improvement and workforce development
• Perform Public Health preparedness duties as assigned in the Public Health Emergency Response Plan
Work Requirements:
-The WIC Director must meet the qualifications and requirements specified for a competent professional authority (CPA) per WIC Policy 10.21, Nutrition Staff.
-The WIC Director must also hold a valid Registered Dietician (RD) license in the state of Wisconsin.
-B.A. or B.S. Degree in Nutrition or Dietetics Masters degree in Nutrition strongly preferred in Nutrition, Dietetics, nutritional sciences, community nutrition, or Public Health nutrition.
