Position Summary:
The Marathon County Health Department is seeking applicants for a Public Health Nurse. Two full-time positions are available, one working primarily with the Nurse-Family Partnership program the other focusing on communicable disease response. Primary activities include:
Nurse-Family Partnership:
  • Meet with clients throughout Marathon County to provide support and advocacy throughout pregnancy and early years of motherhood
  • Educate clients (parenting skills, taking care of baby, life skills, relationships, breastfeeding)
  • Collaborate with health care providers and community partners to ensure a healthy pregnancy and baby
  • Conduct nursing assessments and complete charting

Communicable Disease:
  • Conduct disease case investigations
  • Educate individuals and groups on health and wellness
  • Provide immunizations, screening, testing and other health services
  • Respond to urgent Public Health matters

Examples of Work Performed:
The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Utilizes programmatic, community, state, and national data to support community coalition work, quality improvement and for problem solving with individuals, facilities, and communities.
  • Prepares a plan of care with client and provides interventions as outlined in policies and procedures.
  • Conducts case management of pregnant women, children and families, refugees/immigrants, and individuals with infectious diseases requiring treatment by the health department (for example: Tuberculosis).
  • Develops data focused policies, documents, educational handouts or social media postings to share reputable information with the community.
  • Strategically outreaches to community agencies to partner around services and referrals (for example: school counsellors for home visiting referrals or local health care providers to inform of STD clinic services).
  • Analyzes program outcomes and client survey data and brings forth ideas for improvement.
  • Collaborates with community partners to improve health in the community (ex: actively participates in coalitions by sharing in the work, providing data, and sharing information from practice in the community).
  • Responds to reportable communicable diseases as defined by state statues. This may involve investigation, contact tracing, teaching, and collaboration with medical providers.
  • Ability to communicate with various audiences on a variety of health-related subjects, including complex communicable disease information.
  • Actively contributes to quality improvement activities by proposing ideas for improvement, creating solutions, and actively participating in implementation and evaluation.
  • Participates in establishing professional development goals that are supportive of broader County goals.
  • Promotes best practices within the organization by bringing forth new knowledge from current research, conferences, and expert consultation to update standards of care.
  • Documents all Public Health interventions using established systems in a timely manner.
  • Uses guidelines of epidemiological principles and scientific knowledge to collect individual and population data; summarizes, analyzes, and uses data to understand health problems, and designs effective strategies to respond to issues.
  • Uses computer programs for data management.
  • Collaborates with community partners through referrals and coalitions to promote Public Health.
  • Informs, educates, and empowers individuals, families, and population groups about health issues; advocates for individuals, families, and population groups to improve health.
  • Provides consultation to businesses, long term care facilities, daycares, and other congregate settings to prevent disease transmission in an outbreak.
  • Utilizes appropriate interventions to prevent disease transmission.
  • Participates in continuing education activities to update skills and knowledge.
  • Participates in Public Health preparedness activities and assumes assigned role within the department's Incident Command Structure.
  • Works in a variety of settings that may include the office, client homes, and the Marathon County jail.
  • Actively contributes to a positive organizational culture.
  • Works well within a team structure, supporting individual and team achievement
  • Participates in establishing professional development goals that are supportive of broader County goals.
  • Maintains regular and predictable attendance; works extra hours as required.
  • Performs related work as required.

Knowledge, Skills, and Abilities:
  • Knowledge of the principles, practices, and techniques of nursing and the medical profession.
  • Performs delegated medical treatments within established medical orders. For example: providing immunizations to all age groups, Tuberculosis testing, blood draws, and other sample collection as needed.
  • Knowledge of basic sociology as it applies to nursing work.
  • Comprehensive knowledge of community resources.
  • Ability to understand the relationship among multiple community agencies and their impact on the health of individuals and the community.
  • Ability to communicate effectively both orally and in writing.
  • Ability to integrate training and experience into practice.
  • Ability to establish and maintain effective working relationships with other staff, clients, their families, staff of other agencies, and the public.
  • Skill in using a computer for e-mail, calendaring, basic word processing, meeting and learning platforms, and data entry.
  • Skill in using a cell phone for texting communication.
  • Ability to be flexible and prioritize multiple competing demands.
  • Ability to problem solve in practice with groups and individuals.
  • Ability to collect and organize data and reflect the nursing process in recording client care.
  • Ability to be self-directed, organized, and to work independently and accountably.
  • Ability to maintain confidentiality.
  • Desire to be a life-long learner, expand current knowledge.
  • Understand and contribute to the County's and department's mission, core values, plans, and priorities.
  • Ability to actively contribute to a positive work culture that fosters excellent customer service, teamwork, and growth.

Qualifications:
Required:
  • Bachelor's degree in nursing or an advanced degree in nursing from an approved college/university.

Preferred:
  • Experience with women who are pregnant, postpartum, and/or young children and their families on an inpatient, outpatient, or community setting.
  • Experience with vulnerable populations professionally or as a volunteer
  • Experience responding to or treating communicable diseases.
  • Previous Public Health experience.
  • Bilingual.

NECESSARY SPECIAL QUALIFICATIONS:
  • License to practice nursing in Wisconsin.
  • CPR certification needed. If candidate does not possess at time of application, it will need to be attained within first three months of employment.
  • Driver's license and a driving record that meets County standards; OR ability to obtain reliable transportation as needed.

Compensation:
Annual Salary: Min: $62,816; Market: $70,345.60 + Marathon County benefits:
