General Recruitment Information

Application and Testing Information
SIGN ON BONUS
This position may qualify for a Sign-On incentive. The appropriate Department Head with the County of Lake can request a Sign-On Incentive payment of 10% of the annual rate of pay to a newly appointed employee not to exceed $10,000.00, if the position meets qualifications. The hiring incentive will be made in two (2) payments (the total amount to be split in half). The first payment will be made to an employee within the next available pay period following the initial, first time hire of the employee with the County of Lake. The second payment will be made upon successful completion of employment probation.
Employee must remain employed with the County for two (2) years or repay the hiring incentive; the employee shall authorize such repayment as a payroll deduction from the final paycheck, and/or repay any shortage not covered in the final paycheck with a personal check payable to the County of Lake within 15 days of termination
Minimum Qualifications
PUBLIC HEALTH NURSE I
Licensing and Certifications:
Possession of, or ability to obtain, an appropriate valid California Driver's License.
Possession of a valid license as a Registered Nurse in California.
Possession of a Certificate as a Public Health Nurse issued by the California State Board of Registered Nursing.
Must be eligible for State Skilled Professional Medical Personnel (SPMP) classification as defined by 42 CFR PART 432.
Education and Experience:
Equivalent to an Associate degree from an accredited educational institution in nursing or completion of sufficient education and experience to meet State of California licensing requirements.
Some nursing experience in a Public Health setting is highly desirable.
PUBLIC HEALTH NURSE II
Licensing and Certifications:
Possession of, or ability to obtain, an appropriate valid California Driver's License.
Possession of a valid license as a Registered Nurse in California.
Possession of a Certificate as a Public Health Nurse issued by the California State Board of Registered Nursing.
Must be eligible for State Skilled Professional Medical Personnel (SPMP) classification as defined by 42 CFR PART 432.
Education and Experience:
Equivalent to an Associate degree from an accredited educational institution in nursing or completion of sufficient education and experience to meet State of California licensing requirements; and
One (1) year of full-time Public Health nursing experience comparable to that of a Public Health Nurse I with Lake County
OR
Four (4) years of full-time responsible experience as a Registered Nurse.
Additional directly related experience and/or education may be substituted.
Full Job Description
PUBLIC HEALTH NURSE I
DEFINITION
Under direct supervision, plans and conducts a variety of professional practices promoting and protecting the health of populations; provides nursing services, health education, and health consulting services, including the prevention and control of diseases and the promotion of health awareness; performs data collection and analysis; program planning; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This is the entry and first working level classification in the Public Health Nurse series. Incumbents must have requisite Public Health nursing certifications but have limited Public Health nursing work experience. As experience is gained, incumbents learn to perform the full scope of Public Health nursing duties.
This class is distinguished from Public Health Nurse II in that the latter is expected to perform a larger scope of Public Health nursing duties and activities on a more independent basis.
Positions in the Public Health Nurse series are flexibly staffed. Incumbents may advance to higher classifications after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from assigned supervisory or management staff. Exercises no supervision over staff. May provide technical and functional direction to assigned staff.
EXAMPLES OF ESSENTIAL DUTIES
Class specifications are intended to present a descriptive list of the scope of duties performed by employees in this class and are not intended to reflect all duties performed within the job.
  • Plans, organizes, and provides Public Health nursing services, health instruction, counseling, and guidance for individuals, families, and groups regarding disease control, health awareness, health maintenance, and rehabilitation in a clinic setting.
  • May work within a special program such as Immunization Program, Child Health and Disability Program, or California Children Services identifying and interacting with local care providers.
  • Teaches and demonstrates health practices for individuals and groups.
  • Instruct clients in family planning, sexually transmitted disease prevention and follow-up, and immunization procedures.
  • Identify individual and family problems that are detrimental to good health.
  • Works with families to alleviate health problems and promote good health habits.
  • Refers and coordinates the care of individuals and families with other public and private agencies.
  • Learns to identify special health needs for assigned cases, recommending and implementing services to meet needs.
  • Assists individuals and families with implementing physician recommendations.
  • Learns to plan, direct, and perform epidemiological investigations in homes, schools, communities, and Public Health clinics.
  • Prepares appropriate health records and arranges follow-up services based on findings.
  • Confers with physicians, nursing staff, and other personnel regarding Public Health programs, patient reports, evaluations, medical tests, and related items.
  • May work with community groups in identifying and developing Public Health services and improving existing Public Health services.
  • Prepares reports and documents health findings.
  • Compiles statistical information for appraisal and planning purposes.
  • Performs related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of:
  • Principles, methods, practices, and current trends of general/Public Health nursing.
  • Demographic, biostatistical, and data collection methods utilized in evaluating Public Health needs and problems.
  • Major health concerns and risk factors of the populations served.
  • Principles and practices of Public Health case management and coordinative care.
  • Principles, practices, and techniques used to assess the physical, mental, and developmental health of children and adults.
  • Community aspects of Public Health nursing, including community resources and demography.
  • Federal, state, and local laws and regulations governing communicable diseases, Public Health, and disabling conditions.
  • Environmental, sociological, and psychological problems related to Public Health nursing programs.
  • Child growth and development.
  • Causes, means of transmission, and methods of control of communicable diseases, including sexually transmitted diseases, AIDS, and tuberculosis.
  • Methods of promoting child and maternal health and Public Health programs.
  • Principles of Public Health education.
  • Customer service principles and techniques.
  • Written and oral communications skills.
  • Proper English spelling, grammar, and punctuation.
  • Computers and software programs (e.g., Microsoft software applications) to conduct research, assess information, and/or prepare documentation.
  • Principles and techniques for working with groups and fostering effective team interaction.
Ability to:
  • Learn to organize and carry out Public Health nursing activities in an assigned program.
  • Provide specialized health care case management to diverse pediatric and adult populations with varying levels of acuity.
  • Identify individual, family, community, and population-based assets, needs, values, beliefs, resources, and influencing environmental factors.
  • Perform focused physical assessments, apply selected diagnostic testing and disease detection screening, and develop effective interventions.
  • Learn to apply the principles of epidemiology to a broad range of social, health, and wellness concerns.
  • Identify community health needs through analysis of epidemiological data and information.
  • Collect, analyze, and interpret technical, statistical, and health data.
  • Analyze and evaluate health problems and take appropriate action.
  • Provide instruction in the prevention of diseases.

  • Deal tactfully and courteously with the public, community organizations, and other government agencies when explaining Public Health issues and providing Public Health services.
  • Effectively represent the nursing division in contacts with the public, other County staff, and other government agencies.
  • Regularly work well under pressure, meeting critical deadlines.
  • Utilize a computer, relevant software applications, and/or other equipment as assigned to perform a variety of work tasks.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
