POSITION SUMMARY
The City of Port St. Lucie is an equal opportunity employer.
This position works a varied schedule including nights, weekends, and holidays.
Entry level parks and recreation work in monitoring and supervising designated recreation programs and park facilities, including, but not limited to, basketball courts, ball fields, playgrounds and other public park spaces and facilities. This position may include semi-skilled and manual work in maintaining, monitoring use and securing various grounds, fields, and facilities and providing security in assigned areas with minimal supervision. Facilitates the development of public trust and confidence in the City.
This position is an Essential classification and be required to report to duty before, during, and immediately after a civil emergency.
ESSENTIAL DUTIES
The following duties are illustrative for this position. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Monitors and oversees assigned recreational programs and facilities such as: special events, athletic leagues, community/civic center activities and programs, ball fields, tennis/basketball courts, playgrounds and other public park spaces and facilities.
  • Provides customer service to the public.
  • Maintains equipment and facilities by performing manual labor, painting and semi-skilled work.
  • Prepares fields, courts and grounds for athletic events to include lighting, lining and related duties.
  • Cleans restrooms, sets up park pavilion reservations. Police grounds, courts and fields after public use and reservations.
  • Maintains facility grounds, courts and fields by performing litter control, general cleaning and other manual labor tasks.
  • Performs litter control inside and outside of assigned facility including general janitorial functions and general housekeeping of floors and carpets.
  • Operates City vehicles and equipment in a safe manner, as directed, and performs basic preventative maintenance.
  • Makes daily written and oral reports, communicates on the radio and provides information to the public in a clear and concise manner.
  • Supervises and monitors public activity and play on courts, fields and grounds by controlling access, checking authorization cards, operating lights, opening and locking of facilities.
  • If assigned as Holiday Rover, open and secure facilities as directed throughout the City on ALL City holidays.
  • Other duties as may be assigned.

MINIMUM QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
Graduation from an accredited high school or possession of an acceptable equivalency diploma. One (1) year of grounds maintenance experience is preferred. A comparable amount of training, education, or experience may be substituted for the minimum qualifications. Possession of a valid Florida driver's license and maintenance of a clean driving record required.
KNOWLEDGE, SKILLS, & ABILITIES
  • Knowledge of landscape maintenance, turf installation and irrigation systems.
  • Knowledge of tools and equipment required to perform duties.
  • Knowledge of grounds keeping practices and principles.
  • Skill in the operation and preventive maintenance of equipment and related tools.
  • Ability to operate equipment required to perform duties.
  • Ability to perform heavy manual labor under various weather conditions.
  • Ability to follow written and oral instructions.
  • Ability to communicate effectively in writing and orally.
  • Ability to establish and maintain effective working relationships with City employees and the public.
  • Ability to focus on the positive in every situation.
  • Ability to model respect for individuals, teams, and the organization.
  • Ability to stay centered when challenged.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, and crouch. The employee must frequently lift and/or move up to 25 pounds and occasionally move and/or lift up to 80 pounds and climb a ladder up to 15 feet in height. Specific vision abilities required by this job include close vision, distance vision, color vision and ability to adjust focus.

While performing the duties of this job, the employee is frequently exposed to outside weather conditions that may be adverse and extreme (heat, humidity, cold, rain, etc.). The employee is frequently exposed to noise, dust, fumes, airborne particles, uneven surfaces, heights, and stressful situations. The employee works with hazardous power tools and is exposed to heights up to 15 feet.
