Job description

Under the general supervision of the Director of Quality Improvement, the Psychologist - BTP is responsible for ensuring compliance of assigned providers to federal, state, local, contractual, regulatory, and best practices standards and guidelines.


PRINCIPAL DUTIES AND RESPONSIBILITIES
:

  • Monitors selected Behavior Treatment Plans (BTP) that propose to use restrictive or intrusive techniques.
  • Ensures that Behavior Treatment Plans (BTP) are approved (or disapproved) by the Behavior Treatment Plan review committee and by Home and Community Based services.
  • Conducts a functional assessment of behavior and evidence to ensure that relevant physical, medical, and environmental causes of challenging behavior have been ruled out.
  • Monitors selected Person-Centered Plans before developing a BTP.
  • Monitors selected cases for review of aversive techniques, physical management, or seclusion or restraint where prohibited techniques are part of the BTP plan.
  • Monitors selected written special consents prior to the behavior treatment plan implementation.
  • Ensures that positive behavioral supports and interventions have been adequately pursued (i.e. at least 6 months prior within the past year).
  • Monitors selected BTPRC meeting notes for the continuing need for any approved procedures involving intrusive or restrictive techniques.
  • Reviews selected summaries and provides follow-up on the five (5) reportable categories (Suicide, Non-suicide death, Emergency Medical Treatment due to Injury or Medication Error, Hospitalization due to Injury or Medication Error, and Arrest of Consumer (misdemeanor/felony) for the members on BTPs.
  • Reviews Critical/Sentinel Events cases of individuals as well as the use of intrusive and restrictive techniques for everyone receiving the interventions and reports on the five (5) reportable categories (Suicide, Non-suicide death, Emergency Medical Treatment due to Injury or Medication Error, Hospitalization due to Injury or Medication Error, and Arrest of Consumer (misdemeanor/felony).
  • Conducts reviews of Critical/Sentinel Events to determine if the incident meets the criteria and definitions for a critical event, critical incidents, risk events, sentinel event, or media events and is related to a practice or standard of care.
  • Reviews investigations of records and information concerning the member including, but not limited to, the review of Individual Plans of Service (IPOS), progress notes, psychiatric evaluations, Behavior Management Plans, records of dispute resolutions, grievances and appeals, and recipient rights complaints
  • Provides follow-up with providers for completion of root cause analysis or investigation; a) the findings shall include actions that will minimize the further occurrence of the sentinel event (per CMS approval and MDHHS current contractual requirement); or b) a written explanation providing the rationale for not pursuing an intervention.
  • Creates corrective action plans or interventions that identify: objective, measurable actions; who will implement the plan of action; a timeframe for the implementation; and how the implementation of the plan will be monitored or evaluated and submitted to DWIHN.
  • Maintains all materials as confidential and distributes only as necessary to perform the peer review function.
  • Ensures that all information related to the Critical Event is uploaded in MH-WIN using the Critical Event/Sentinel Event Module and placed into the "All Scanned Documents" tab.
  • Works with the QI Administrator and Director to develop performance improvement targets for quality, service, and efficiency of the organization.
  • Implements changes targeted as systems improvement.
  • Measures and evaluates performance metrics.
  • Collaborates with other DWIHN units to ensure communication, teamwork and integration to support achievement of desired improvements.
  • Performs related duties as assigned.

  • Knowledge of the Michigan Mental Health Code.
  • Knowledge of MDHHS policies, rules, regulations, and procedures.
  • Knowledge of Federal policies, rules, regulations, and procedures as it relates to DWIHN.
  • Knowledge of behavioral health and mental health principles and practices.
  • Knowledge of the Michigan Medicaid Provider Manual.
  • Knowledge of MHWIN.
  • Knowledge of the clinical care process (screening, assessment, treatment planning, case management and continuing care).
  • Knowledge of and ability to use screening and assessment tools for behavioral health services.
  • Knowledge of Quality Management and Quality Improvement principles and practices.
  • Knowledge of and ability to use treatment planning, case management and continuing care for behavioral health services.
  • Knowledge of Medicaid, local, regional and national codes, laws and regulations.
  • Knowledge of compliance standards.
  • Knowledge of Medical Necessity Criteria for Behavioral Health Services.
  • Knowledge of the DSM-IV Statistical Manual.
  • Knowledge of Utilization Management.
  • Knowledge of Critical/Sentinel Event policies and procedures.
  • Knowledge of accreditation and certification standards related to the provision of mental health, developmental disability, and substance use disorder services.
  • Knowledge of the Medicaid screening process.
  • Knowledge of MDHHS policies, rules, regulations, and procedures.

REQUIRED EDUCATION:

A Master’s degree from a recognized college or university in Human Services, Social Services, Psychology, Counseling, Social Work, or a related field.

REQUIRED EXPERIENCE:

Three (3) years of full-time paid professional experience in a behavioral healthcare or community mental health setting.

AND

At least two (2) years of full-time paid professional clinical practice experience.

REQUIRED LICENSE(S).

A Valid State of Michigan clinical licensure: LLP/TLLP or LP

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval. Currently this position is primarily a remote position.
