The Research Data Specialist II (RDS II) works under the general direction of the Staff Services Manager III in the OPM, Division of Provider Networks and support the Division's program operations to ensure effective interpretation and implementation of the Knox-Keene Health Care Service Plan Act of 1975 (Act), the California Code of Regulations, Title 28 (Regulations), and programs policies and procedures.
The RDS II is assigned the varied and more complex technical data analysis and research-related assignments in the Division of Provider Networks (Division). The RDS II acts both independently and as a technical lead in the preparation, maintenance, and development of geographic information systems (GIS) work products to support the needs of the Division. The RDS II analyzes, compiles, interprets, and summarizes quantitative and qualitative data used to evaluate the adequacy of Provider Networks and ensure enrollees timely access to health care services maintained by health care service plans. The RDS II further reviews, validates, interprets, and makes recommendations with respect to systems development, data collection, analyses of provider network and timely access information, data extraction, loading, and transformation, data verifications and tabulations, and preparation of supporting data tables.
This unique position puts you on the forward edge of data science and GIS work within the state. In this position, you would be analyzing the adequacy of health care providers networks to ensure enough providers, of the right types, with the right availability, in the right locations, to provide care for state residents. Using large amounts of data and a swath of data management, business intelligence, and geographic information system tools, you will be helping to update existing systems and build new solutions from the ground up.

This position is eligible for full-time telework under Government Code 14200 for eligible applicants residing in California. Remote-centered teleworker employees may be required to report in person to headquarters and/or offsite events or locations, as determined by management , and will be required to utilize a shared workspace or "hotel" when working in the office.

Working Conditions
The DMHC utilizes a hybrid telework model to provide all employees with an avenue to telework while ensuring business and operational needs are met.
Remote-Centered employees are expected to maintain a safe and distraction free work environment at the approved alternate work location. Remote-Centered employees agree to adhere to the state telework policy, the DMHC's telework policy, and conditions cited in the Telework Agreement (STD 200).
Office-Centered employees are expected to maintain a dedicated workstation at a DMHC official worksite. Office-Centered employees are expected to work in a climate-controlled office or cubicle under artificial lighting.
