The Project Manager/Strategy Support Lead will support the USTRANSCOM J5 in providing expert assistance in developing USTRANSCOM responses to internal and external audiences, for national-level strategic-guidance at USTRANSCOM headquarters located on Scott AFB, IL.

Responsibilities
- The Lead Military Strategy Consultant / Project Manager (PM) will support the contract Performance Work Statement (PWS) to develop processes and methodologies to improve the integration of tasks area activities in support of the command strategic planning and capability development cycles
- Provide on-site oversight and serve as a member of the consultant team providing strategic professional and functional expertise to assist the USTRANSCOM J5/J4 in creating strategic guidance and documents; developing Strategic Engagement and Security Cooperation guidance; creating concepts that mature USTRANSCOM and Joint Deployment and Distribution (JDDE) equities; and supporting USTRANSCOM, Joint, Combatant Command (CCMD), Military Service-led wargames.
- Support USTRANSCOM J5-S, Strategy Division in the development, maintenance, and execution of command strategy functions (e.g., working groups, cross functional teams, conferences, seminars, VTCs, staff coordination, etc.). In direct support of this task, the individual shall perform the following:
- Clearly understand and link concepts across a wide range of guidance, develop approaches, review issuances and assist in authoring regulations and policy documents in support of the strategic narrative of the Command.
- Assess products and guidance for gaps and inconsistencies and provide useful comments and recommendations; translate guidance into actionable items and initiatives
- Provide expert assistance to coordinate, develop, and implement responses based upon national guidance like the National Security Strategy (NSS), Unified Command Plan (UCP), National Defense Strategy (NDS), Guidance for the Employment of Force (GEF), National Military Strategy (NMS), Joint Strategic Campaign Plan (JSCP), and Defense Planning Guidance (DPG).
- Provide subject matter expertise in organizational strategy processes to assist in creating, updating, and executing components of the USTRANSCOM Command Strategy
- Applying comprehensive understanding of creating/maintaining internal and external strategies
- Demonstrated understanding of the current geopolitical environment; national security policies and objectives; and a robust understanding of deployment and distribution operations at the operational and/or strategic levels.
Qualifications
- At least five years of senior staff level experience working within the Joint Strategic Planning System (on Joint Staff, Service Headquarters staff, Major Command (MAJCOM), Agency and/or CCMD staffs).Bachelor's degree in related discipline
- Bachelor's degree and 13 years work experience required; master's degree preferred
- Very strong written and oral communication skills
- Strong problem solving and analytical skills
- Strong proficiency with Microsoft Office Suite applications.
- Ability to work well in a team setting
- Must be self-directed and detail oriented
- Available for occassional domestic travel
- Full-Time/Regular employment
