Summary

The Project GIS Specialist II is responsible for the delivery of technically sound products that meet and exceed the needs of clients and are delivered on time and on/under budget. Uses independent judgement and discretion to make project decisions with limited input by the Project Manager (PM). Assists with marketing and business development work and acts as Project Manager for assigned projects. Leads application support services for existing geospatial systems, ensures quality control standards, and applies best practice to ensure data compliance across the organization. Evaluates trends, anticipates problems, and develops procedures to reduce system errors and enhance functionality and stability.


Essential Duties and Responsibilities

  • Effectively describes spatial problems and understands how to manage, present, and analyze spatial data using ESRI and other third-party applications.
  • Works with clients to understand budget, schedule, and expected deliverable requirements. Creates highly detailed, complex maps appropriate for dissemination to clients and the public that effectively communicates spatial information, conveying the results of GIS analyses, and supporting the decision-making process. Understands how to implement solutions to support the decision-making process.
  • Understands, follows, and develops written standards to perform advanced spatial analysis, basic programming, and database setup and configuration.
  • Efficiently and accurately directs other staff to perform basic edits of spatial and tabular data.
  • Understands how to configure professional and highly customized reports populated with GIS data using Crystal Reports or SQL Server Reporting Services.
  • Independently communicate with client staff and project members, and always represents the company with professionalism.
  • Prepares budget estimates for labor and equipment required by project scope or client expectations.
  • Performs research and writes objective summary reports which are used in the completion of project work or inspection.
  • Completes field observation, inspection and asset inventory data collection as directed by the Project Manager.
  • Develops spatial data QA/QC reports under the general guidance of the Project Manager.
  • Independently tracks project schedule and budget, reporting progress to PM and client teams.
  • Follows geospatial industry trends and evolution and serves as a subject matter expert on geospatial technology.
  • Provides leadership in the deployment and use of geospatial technology across the company; identifies and researches technical issues and recommends solutions.
  • Provides technical guidance and training on the use of GIS by others in the company and leads efforts to standardize company spatial standards and data access.
  • Leads development of geospatial applications to assist with the decision-making process, and business requirements; coordinates geospatial development projects; prioritizes development of component layers and structure of data.
  • Coordinates and prioritizes plans to exchange, share and integrate digital data; provides continuous development, operation and maintenance of the GIS, including component layers of the system database, and system hardware and software; leads or assists with implementation designs.
  • Writes documentation ranging from API reference to application code to template apps to tutorials; develops programming specifications, logic flow charts, and process diagrams.

Education and Experience

  • Bachelor’s degree (B.S.) in Geographic Information Systems (or equivalent) or a Bachelor of Science degree in Geography, Agriculture Technology, Environmental Sciences, or another applicable field from an accredited college or university.
  • 8 or more years of experience developing geospatial systems
  • Required knowledge of principles of mapping, global positioning systems and usage of aerial photography and satellite imaging, theory, principles and practices of geographic information systems, including computerized data compilation techniques, ESRI database management systems, graphics applications and overlays, and spatial models for computer analysis, administration and maintenance principles of network operating domains and complex relational databases, database systems integration, quality assurance procedures, and documentation of data sets, system access and security guidelines and procedures; hardware and application troubleshooting techniques.
  • Required skill in analyzing technical issues and implementing solutions to technical problems, using ESRI application suite programs, Oracle databases, and application programming languages, utilizing computer technology to plan, organize and conduct research studies, reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats and projections, understanding and working with data from multiple public and private sources, compilation, analysis, and presentation of technical and statistical information in reports and maps, performing accurate data entry and mathematical calculations, maintaining complex technical records and files, ability to multi-task, self-direct, conform to shifting priorities, and works in a team environment, operating a personal computer utilizing specialized GIS application and file management procedures, and following verbal and written instructions.
  • Passion for and understanding of design patterns, standards and user experience.
  • Strong working experience with the following languages and frameworks: ArcGIS Server Java Script API, Python, HTML 5, CSS, DOJO, JQuery in a .net Environment, Oracle and RESTFUL services.
  • Strong working experience with the following application: ArcGIS Server, ArcGIS Online, ArcGIS Desktop and ArcSDE.
  • Excellent analytical and problem-solving skills.
  • Strong oral and written communication skills.
  • Must possess a valid state driver's license and must be able to drive a vehicle.
  • GISP Certificate.
