Summary
The City of Bend has an exciting opportunity for one (1) regular full-time Project Engineer or Engineering Associate in the Private Development Engineering Division of the Community and Economic Development Department. This is an FLSA exempt (not overtime eligible), non-represented position. Project Engineer Position Overview
Under general supervision applies broad knowledge of engineering principles and practices in a specific practice area. Independently evaluates, selects, and adapts standard techniques, procedures, and criteria. Acquires general knowledge of principles and practices of related fields, and ability to function on multidisciplinary teams. Works on multiple projects of moderate size or portions of major projects.

Distinguishing Characteristics
Distinguish from Associate Engineer: The Project Engineer holds a professional engineers license (PE) whereas the Associate Engineer performs engineering task under the direct supervision of a licensed engineer.
Distinguish from Senior Project Engineer: Senior Project Engineer may encompass supervisory responsibility. Senior Project Engineer focuses on the management and successful completion of a major project or several projects of moderate scope with complex features. Whereas, the Project Engineer focuses on the management and successful completion of moderate size or portions of major projects and have no supervisory responsibilities.
Distinguish from Principal Engineer: Principal Engineers have a higher level of impactful action, budget authority, decision making authority, and degree of independence than Project Engineers
Complexity of Work
Complexity: Work is analytical, non-standardized, widely varied. Evaluates multiple sources of information in complex situations using analytical skills and evaluative judgment to identify, select and apply alternatives and solutions.
Degree of Independence: Sets priorities and organizes work; existing practices are used as guidelines to determine work methods; works independently and resolves most problems; important, non-routine work is reviewed.
Decision Making Authority: Regular exercise of independent judgment. Day-to-day decisions do not require review by immediate supervisor, unless they are significant or strategic in nature. Makes recommendations that affect policies, procedures, and practices, which are generally followed.
Budget Authority: Responsible for developing recommended budget at the project level with minimal restrictions/prescribed parameters. Has accountability for all expenses within an organizational unit and reporting concerns regarding meeting budget goals.

Engineering Associate Position Overview
Under direct supervision of a licensed Civil Engineer (PE), performs or assists in the technical and engineering work related to the review, design, inspection, investigation, maintenance and construction of City infrastructure, transportation, and municipal projects. This is an entry-level classification in the professional engineering series.
Engineering Associate Salary
$80,145.90 - $104,070.15
Distinguishing Characteristics
Distinguishes from an Engineering Tech III where the education requirements are a Associate's Degree in engineering or a closely related field whereas, the Engineering Associate's educational requirements includes a Bachelor's degree (B.A./B.S.) from a four-year college or university in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description, and an Engineer-In-Training Certificate is required.
Distinguishes from a Project Engineer who holds a professional engineers license (PE) whereas the Associate Engineer has an EIT (Engineer in Training Certification) and performs engineering task under the direct supervision of a licensed engineer.
Distinguish from Senior Project Engineer: Senior Project Engineer have a higher level of impactful action, budget authority, decision making authority, and degree of independence than Engineering Associate.
Complexity of Work
Complexity: Work focuses on varied situations that require analysis or interpretation and application of technical skills and expertise. Requires understanding interrelated processes.

Project Engineer Duties and Responsibilities
  • Responsible for overall project management and project delivery for City projects including concept development, preliminary through final design, specifications, contract documents, public and stakeholder outreach, internal and external coordination and communication, documentation, budget and cost tracking, scheduling, reporting, and construction management including inspection and quality assurance/quality control. Reviews relevant documents prepared by others
  • Administers, controls and performs specific engineering activities in the areas of design, construction inspection, traffic, right-of-way, etc.
  • Works with other City staff to plan project completions, resolve schedule conflicts, establish priorities and coordinate work outside the department.
  • Reviews plans, accepts or rejects completed work, techniques and materials and recommends alternative approaches. Refers sensitive situations to superiors.
  • Responsible for developing and administrating approved budget, ; takes the lead on establishing and monitoring against the project budget, including reporting and related accounting functions
  • Has accountability for all expenses within a project and/or program and reporting concerns regarding meeting budget goals.
  • Represents the department in meetings with consultants in regards to assigned project and/or program.
  • Ensures project and/or program remain within expected costs and evaluates proposed projects and/or programs and assists in establishing priorities in conjunction with budgets.
  • Works with other City staff to plan project completions, resolve schedule conflicts, establish priorities, and coordinate work outside of the department.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

Engineering Associate Duties and Responsibilities
  • Assists in or may prepare and review engineering plans, specifications, reports and studies. May coordinate with consultants to ensure compatibility with standards, specifications and policies.
  • Assists in or may prepare accurate cost estimates, cost benefit analyses, material lists, and project schedules.
  • Analyzes work papers, reports, special projects; interprets technical and numerical information; observes/solves problems involving operational situations and technical policies and procedures.
  • May assist in the design and support of small-scale traffic and capital improvement projects.
  • Uses AutoCAD, Teams, Word, Excel or other software in the support of various projects and programs, providing data and analysis to others within or outside the City.
  • May conduct field inspections, site visits and plan review support for various projects within the Community and Economic Development Department.
  • May transport, set up and use equipment and tools that may be bulky and heavy to perform field work.
  • Develops, maintains and utilizes data stored either electronically or in paper format, stored in physical file boxes weighing up to 20 pounds.
  • Analyzes issues associated with the water, sewer, stormwater and transportation systems using computer models and geographic information systems.
  • Works with other City staff to plan project completions, resolve schedule conflicts, establish priorities, and coordinate work outside of the department.
  • Complies with safety requirements of the position and actively promotes safe work practices.
