SPR manages 6,414 acres of park land (12% of the city's land total) that comprise more than 485 parks and open areas and include a wide range of facilities and features such as community centers, swimming pools, wading pools and water spray parks, indoor and outdoor tennis facilities, environmental learning centers, special gardens, athletic fields, park boulevards, green spaces and natural areas, golf courses, lawn bowling facilities, boat moorages, fishing piers, neighborhood playgrounds and play areas, boulevards, large shoreline areas, creeks, trails, and an urban camp. About Planning & Capital Development Branch:The Planning & Capital Development Branch (PCD) delivers projects to the citizens of Seattle. The Planning Unit provides long range planning, project focused planning, asset management, and community engagement. The Engineering and Design unit provides project review oversight, upkeep of standards and specifications, bidding administration, and in-house design. It also houses a team of in-house designers, environmental analysts, and surveys. The Project Management Team leads projects through construction documentation, bidding, permitting, construction, and project closeout. Together these teams are responsible for the implementation of the initiatives funded through the Metropolitan Park District (MPD), REET, grants, and other funding sources. The team collaborates department and citywide. This position will be housed in the Project Management team.
About the Project Controls Manager 2 position:
The Project Controls Manager is a critical leader of the Project Management team. Their primary responsibilities focus on the technical elements, processes, and procedures required for project delivery, KPI reporting/dashboard upkeep, workload planning, and departmentwide coordination.
This position will also lead the Inspection team and will have multiple direct reports which will initially include (2) Inspectors and (1) Senior and (1) Regular Management Systems Analyst.. They will coordinate with Facilities Maintenance to ensure a cohesive inspection process occurs including tracking and permit adherence, and will conduct regular meetings (aka "Scrum") to vet project issues and promote continuous improvement.
The Project Controls Manager and the Project Construction Manager will work in tandem to lead the Project Management team. They are also key members of the PCD Management Team and play an important part in strategically leading the branch with empathy, innovation, and a systems thinking mindset.
Job Responsibilities
  • Upholds the mission, vision, and values of the Department and City.
  • Has a clear understanding of the City's RSJ Initiative and leads team towards anti-racism.
  • Coordinates closely with the Branch leaders and team to support branch-wide project delivery.
  • Works in partnership with the Project Construction Manager to lead the Project Management Team.
  • Ongoing training and implementation of Procore and other project delivery software.
  • Reports out to Director and Deputy Superintendent.
  • Leads the Inspection team and coordinates all project related inspections.
  • Supervises direct reports and is well attuned to the work of the entire Project Management Team to promote collaboration and strong teamwork.
  • In collaboration with the Project Construction Manager, is accountable for the systems, processes, and technology that support the team's performance.
  • Shall promote general advances and improvements in project control systems and processes and propose ideas to team.
  • Shall support workload planning and the development of a workload planning system.
  • Is responsible for Stage Gate processes, upkeep, and tracking.
  • Participates in quarterly project budget monitoring and tracking.
  • Provides expert advice and training to staff regularly.
  • Provides strong leadership towards continuous improvement and staff morale.

Qualifications
Minimum Qualifications:
  • Bachelor's Degree in landscape architecture, architecture, engineering, a related discipline, or equivalent experience.
  • Five (5) years in capital project development.
  • Five (5) years in managing Project Controls systems and technology.
  • Two (2) years of supervisory level experience or equivalent experience successfully leading multi-disciplinary teams of professionals.
  • Proficiency in Microsoft Office 365 application, Bluebeam, Power BI, GIS, and/or other computer skills.
  • High proficiency with Project Management software.
  • Current Washington State Driver's license.
Successful candidates will demonstrate:
  • Degree or other experience in Computer Science or technology related field.
  • Excellent written and oral communication skills.
  • Ability to function successfully in a highly visible arena, work under pressure, meet deadlines, and flexibly manage changing circumstances.
  • Expert experience in working with project delivery software and other computer systems.
  • Experience working with people from diverse backgrounds including people of color, LGBTQ+, and people of all abilities.
  • Technical expertise in technology and project management and holds a required professional degree and license.
  • Possesses a comprehensive understanding of Engineering and Design related fields outside of their own area of expertise.
  • Strong leadership skills and the ability to complete tasks through teamwork.
  • Provides strong leadership towards continuous improvement and staff morale.
  • Enjoys being a member of a team, training and supporting staff.
  • Has a positive attitude and proactive approach to problem solving.
  • Leads with empathy and empowerment of staff.
