Job description

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Ending Violence Against Women (EVAW) section is part of the Policy, Programme, and Intergovernmental Division (PPID) at UN Women Headquarters in New York. The section is responsible for a number of functions including policy and technical advice to regional and country offices on EVAW, supporting normative work on EVAW and developing and overseeing global policy support related to global level programmes.

The EVAW section has several new projects in the section which require part-time support in 2024. This Terms of Reference (ToR) is for a Project Consultant who will provide budget, administrative and financial support and guidance to these EVAW projects and to the annual UNiTE campaign, following UN Women procedures, on a remote part-time basis (daily rate contract).

The consultant will be reporting to the Senior Policy Advisor, Safe Public Spaces, with dual reporting lines to the Chief, EVAW Section, and will be supported by the Finance Associate, EVAW Section, who will be the point of contact for contract and payment issues.

Duties and Responsibilities

  • Setup new activity budget lines to support delivery of the EVAW non-core projects on Technology-Facilitated Violence Against Women and Girls (VAWG), Safe Public Spaces, VAWG Data, and Essential Services areas of work, and the annual UNiTE Campaign.

  • Organize and support procurement processes related to the development of knowledge products, produced as part of projects related to Safe Public Spaces, Technology-Facilitated Violence Against Women (VAWG), VAWG Data, and Essential Services (May 2024 to December 2024); and the UNiTE campaign.

  • Support the recruitment and/or extension of consultants (e.g., through consultant, procurement and RFQ processes) contracted in support of the UNiTE campaign, and the Technology-Facilitated Violence Against Women and Girls (VAWG), Safe Public Spaces, VAWG Data, and Essential Services activities.

  • Support financial processes for cross regional policy activities supported under the VAWG Data, Essential Services, and Technology-Facilitated Violence Against Women (VAWG) and Safe Cities/Safe Public Spaces projects, including procurement and monitoring of UN Women offices’ expenditure of budget lines related to those lines provided to country teams.

  • Monitor activity budget lines created for EVAW non-core projects related to VAWG Data, Safe Public Spaces, Essential Services, and Technology-Facilitated Violence Against Women (VAWG) and prepare periodic financial reports and reviews and timely budget revisions and information for audits/evaluations, as needed.

  • Organize and update publications and filing systems, including hard copies, where necessary, for the roll out of the Safe Public Space and Technology-Facilitated Violence Against Women (VAWG) selected projects.

  • Support the organization of travel missions of global experts related to the UNiTE campaign, and staff missions related to the Global EVAW focal points meeting and the Sexual Violence research Initiative (SVRI) global event, in addition to finalizing F10s for global expert speakers who have these attended meetings in UNall.

FUNCTIONAL COMPETENCIES:

Good knowledge and expertise in financial planning, management, and reporting;

Good knowledge of complex financial and operational rules and regulations, preferably UN/UN Women financial and staff rules and regulations;

Good knowledge of the UN system operational functionalities, e.g., Quantum;

Ability to administer administrative processes and financial transactions, and proven ability to promptly learn and comply with administrative rules and regulations;

Ability to multi-task, address competing priorities and handle logistical details;

Strong problem-solving and analytical skills.

Required Skills and Experience

Education and Certification:

Completion of secondary education required.

Bachelor’s degree in business and public administration, management, social science, accounting or economics or related area is an asset, but not a requirement.

Experience:

Minimum of 6-7 years’ experience of continuous work in financial, budget, and administrative functions;

Prior experience of working in projects in the field of gender equality and women’s empowerment, particularly ending violence against women and girls;

Proven experience in the preparation of financial reports and analysis of budget variation;

Experience in human resources recruitment and making travel arrangements;

Experience in handling of web-based management systems, including ERP system;

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages;

Excellent communication skills and analytical skills, with strong drive for results and capacity to work independently;

Good interpersonal skills and values working in a team, with a focus on the client;

Prior experience with the UN and/or international organizations considered an advantage.

Languages:

Fluency in English is required.

Knowledge of any other UN official language is an asset
