Job description

The Progressive Internship program is a partnership between Saint Paul College, Metropolitan State University and Ramsey County. The program is structured to provide a two-year experience across a student's transfer from Saint Paul College into a four-year program at Metro State. During this time, interns will have the opportunity to gain work experience in a local government setting through different projects of progressive difficulty. Interns will also have a chance to interact with other students in the program and expand their network within Ramsey County government.

ONLY STUDENTS FROM ST. PAUL COLLEGE OR METROPOLITAN STATE UNIVERSITY MAY APPLY/WILL BE CONSIDERED.

Ramsey County is seeking talented students to utilize their unique skillsets and passion of serving the community through learning and contributing to challenging, real-work opportunities. There are currently 3 Progressive Internship opportunities in our Communications Department and County Assessor's Office that is planned to begin in June 2023 and last over the course of one to two years. Interns typically work 10 -20 hours per week.

These internship opportunities will focus on the following areas:

Digital Communications - gain work experience in the areas of strategic communications, visual design including graphic design and photography, digital marketing including website, public relations, and organizational/internal communications.


Visual Communications - work alongside experienced professionals to create impactful graphics and images, gain exposure to a wide variety of public services and be given the opportunity to build valuable portfolio items.


Real Estate Data - focus on collecting data of existing properties and will provide the opportunity to learn to apply the principles and techniques of real estate appraisal.

Applicants should respond promptly as an initial screening of applications will occur mid-May 2023. The interview process is expected to begin around May 17th with selected candidates starting the internship in June 2023.


Flexible Workplace
This position is identified under the designation of 'flex work eligible', meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county's flexible workplace policy. If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Duties are designed in light of the student's educational program in order to provide work experience that meets the department's needs and complements the student's educational program.
Work is performed under the guidance of designated staff. Specific work assignments depend on the terms of the student's educational program and the department to which the student is assigned, and may include duties such as:
  1. Data analysis;

  2. Community and civic engagement;

  3. Tabling community events;

  4. Documentation of findings;

  5. Preparation of written materials;

  6. Work non-partisan to conduct interviews, prepare communications and provide voter information;

  7. Participation with departmental staff in discussions, program design and program implementation.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.)
ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7.

Education: Must be a student at Saint Paul College or a transfer student from Saint Paul College now studying at Metropolitan State University. Students must have completed the first year of college by the time the internship starts (at least 24 credit-hours of academic coursework).
Experience: None.
Preferred: Interest in local government and public service with the ability to work independently, relate to members of the public, and ability to perform accurate and consistent work. A vehicle is preferred for positions that require frequent travel to various sites.
Other: Employment as a Student Intern shall terminate upon graduation or upon failure to remain enrolled in school. With the approval of the appointing authority, employment may continue for up to six months after graduation.

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration.


Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."

Ramsey County participates in the federal E-Verify program.
