Description
Programs Data and Research Specialist
The Office of Drug Policy (ODP) leads Idaho's substance use and misuse policy and prevention efforts by developing and implementing strategic action plans and collaborative partnerships to reduce drug use and related consequences.
We are looking for an experienced, dependable, and project-oriented Programs Data and Research Specialist at the Office of Drug Policy. The ideal candidate possesses excellent communication skills, initiative, and positive attitude. The candidate should be able to collect, analyze, present, and interpret data, as well as assist with the coordination and evaluation of statewide prevention programs and activities. They will have interactions with the Governor's Office, State Legislators, community stakeholders and the public. This person will report to the Agency Director.
Special Notification: This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission
Example of Duties
+ Identifies and recommends evidence-based prevention programs, practices and strategies relating to substance misuse prevention services in Idaho based on a national body of evidence.
+ Assists with tracking and reporting SAMHSA's National Outcome Measures and the implementation of SAMHSA's Strategic Prevention Framework Model.
+ Provides leadership and direction to the State Epidemiological Outcomes Workgroup (SEOW), Evidence Based Practices Workgroup, the Idaho Opioid Misuse and Overdose Strategic Plan, the Idaho College Health Coalition, ODP facilitated workgroups, and other government agencies in compiling, analyzing, interpreting, reporting, and presenting data related to the prevention and use of alcohol and other drugs.
+ Recruits and coordinates school participation in the bi-annual Idaho Healthy Youth Survey.
+ Develops epidemiological profiles in regard to specific drugs and assist ODP staff to work with local prevention providers/organizations making county level data available to help local prevention providers/organizations plan future delivery of services.
+ Facilitates linkages and collaborative relationships between ODP and professional, academic, and governmental partners. Participates in state, regional, and national workgroups, teleconferences, etc. related to alcohol and drug use and prevention, including but not limited to the statewide Opioid Misuse and Overdose Workgroup.
+ Develops an annual Statewide Substance Misuse Prevention Needs Assessment and regularly creates and updates fact sheets and infographics to visually represent data for public consumption.
+ Utilizes computer applications, programs and/or databases to perform data analysis.
+ Collaborates with Program Planning and Development Specialist on update and development of public facing materials as it relates to Data and statistics.
+ Works closely with ODP grantees and our contracted evaluator to develop procedures, surveys and forms for data collection and outcome measurement reporting.
+ Assists with maintenance of, and updates to, Office of Drug Policy's two websites and tracks analytics.
+ Assists with planning and performance monitoring of identified subgrants and contracts.
+ Assists with project management of grant funded activities as needed, including assessment and implementation of emerging prevention programs and activities.
Minimum Qualifications
+ Experience interpreting and communicating (orally and in writing) statistical material into information usable by a target audience.
+ Experience using statistical software or spreadsheet software to perform statistical analysis.
+ Intermediate Proficiency in Microsoft programs such as Word, Excel, PowerPoint, SPSS, ArcGIS, and WordPress.
+ Good knowledge of statistics and Research methods.
+ Experience writing analytical (research) reports or materials.
+ Experience compiling and analyzing statistical Data and drawing conclusions.
Preferred Qualifications
+ Bachelor's degree in public health, Health Promotion, or related field.
+ Experience working in/or having an understanding of the substance misuse prevention field is desired.
+ Experience with project management. Furthermore, experience supporting grantees and grant-funded projects and activities is desired.
Additional Requirements
+ Limited in-state travel may be required. Out-of-state travel may be required up to twice per year.
+ Ability to organize and complete multiple unrelated tasks within established timeframes.
+ Strong verbal, written, and general communication skills.
