This work unit is responsible for all activities related to the Board and Program for licensure, compliance, and discipline for the professions; is responsible for processing complaints and licensure applications which require review by the Board or director; is responsible for corresponding with the public, licensees, and applicants pursuing licensure or registration with professional associations, other regulatory bodies, and other interested parties on the Department of Regulatory Agencies (DORA) services, statutes, policies, and regulations provided by the Board, program, and division; and is responsible for updating national databases of disciplinary actions, including the National Practitioner Data Bank, and other national regulatory databases.Position: SJL 9210This position exists to protect consumers while avoiding undue burden on Colorado's licensees. This position works to support the Board, program, and the division. This position moves complaints through the disciplinary process in according to division and Board rules and policies while providing procedural oversight of disciplinary actions to ensure appropriate, effective enforcement and communication.

This position is responsible for analyzing and prioritizing application processing, complaints, and creating an efficient workflow for processing these complaints. This position supervises other positions, works with the program director, establishes goals for the enforcement staff, and develops metrics to measure staff progress towards meeting those goals and reports on this progress at approved intervals. This position accurately implements Board decisions in a timely manner.Duties include, but are not limited to:* Preparing and distributing complaint materials in Board packets for Board review while consolidating and appropriately distributing any response materials received as a result of complaint letters issued;* Notifying licensees, applicants, consumers, and complainants of pertinent Board and Director decisions, which often entails explaining the case management process and how the final determination was made for the case;* Reviewing the Board's disciplinary decisions and comparing/analyzing them to ensure consistency across cases;* Reviewing complaints submitted by complainants and deciding if priority action is needed to protect the public based on the allegations and available information - which includes deciding what supplemental information is needed (e.g.

subpoena documents, police reports, additional information from the complainant, etc.) to aide in the decision about priority actions;* Deciding on the need for mental/physical health evaluations on a case-by-case basis and issuing orders accordingly, which includes determining what information is needed to assess the need for a mental/physical evaluation, along with determining the required timeline for the respondent to obtain the evaluation;* Directing unit staff's daily tasks and applying quality assurance measures to evaluate unit staff's performance;* Contributing to the hiring and training of program staff, as well as to their development by modeling respectful staff and consumer interactions and coaching staff members on performance as required; the position is responsible for personnel actions, hiring, dispute resolution, disciplinary actions, terminations, etc. working with Human Resources and the Division Director;* Supporting the Board with general operational matters, which includes ensuring that accurate and complete agendas, notices, presentation materials, minutes, and Board packets are prepared, delivered, documented and retained according to Division standards and statutory requirements.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMINIMUM QUALIFICATIONS (MQs):* Five (5) years of progressively responsible, professional* work experience managing a work unit and/or performing program administration or operations management functions, which must include at least two (2) of the following four (4) areas:* Preparing relevant, complete, and accurate reports that reflect pertinent facts in a clear, concise, unbiased, and objective manner;* Gathering, compiling, and analyzing data and statistics to ensure strategic measures and/or deadlines are met in order to achieve targeted goals and initiatives;* Operations and workflow management experience, including determining and/or recommending resource allocation and appropriate workload distribution for a work unit to ensure strategic measures and/or deadlines are met;* Program administration, including setting program goals, ensuring the follow-through of program-specific policies and procedures, change management, coaching and training others, and fostering a team environment;The five (5) years of professional* work experience must include one (1) year of experience as either a Unit Supervisor (responsible for the pay, status and tenure of subordinate employees), or as a Team or Work Leader, partially accountable for the work product of other team members.Document this experience in your application IN DETAIL, as your experience will not be inferred or assumed. Part-time experience will be prorated.SUBSTITUTIONS:* Graduation from an accredited college or university with a bachelor's degree in accounting, business, business administration, criminal justice, psychology, public administration, or in a closely related field will substitute for one (1) year of the professional* work experience;* There is no substitution for the one (1) year of formal supervisory experience.* Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university;
