Job Title: Program Manager- Strategic Acquisition
* This is a hybrid role and includes travel to different property locations within the Twin Cities 7 county area.
Position Purpose/Summary
The Program Manager manages and supports Land Bank programmatic activities ensuring effective delivery and daily operational flow of the Land Bank’s Strategic Acquisition program and activities.
Duties & Responsibilities
The following is not an exhaustive list of the duties of the position; rather, it is a broad description of the work and major performance requirements.
1) Performs Strategic Acquisition Program Specific Activities
a. Is primary contact for all property management and related vendor relationships.
b. Creates and manages building, tenant, manager, and vendor relationships at held (Land Bank owned) properties.
c. Assists Sr. Program Manager with creation of new opportunities, market research and gathering of data.
d. Corresponds with and monitors developer parties during interim hold.
e. Assists Sr. Program Manager in performing project analysis and vetting of strategic acquisition opportunities.
f. Manages and insures insurance of property.
2) Manages Property Closings
a. Communicates, collaborates, and cooperates with staff to accomplish tasks necessary to close/fund.
b. Directs outside counsel to draft legal documents for leasing, acquisition and resale transactions.
c. Coordinates, prepares, collects, reviews, and evaluates due diligence including organizational documents, sources and uses statements, appraisals, environment materials, construction contracts, insurance, works closely with title companies to clear title and obtain title policies, and coordinates technical assistance as needed.
d. Directs outside counsel and closing company to prepare closing documents including closing instruction letters, and prepare internal funding requests.
e. Coordinates with all parties associated with closing including developers and title.
f. Schedules closings.
g. Confirms due diligence and accuracy of closing documents and related funding, ensuring all terms of transaction approvals have been met.
h. Collects and processes post-closing documentation, data, and records and ensures storage of both paper and electronic files and related documentation.
3) Overarching Program Management and Support
a. Understands and applies Delegation of Authority, understands, applies, and ensures compliance with Program Policies and Procedures, and recommends updates or modifications to senior staff.
b. Understands, applies, and ensures compliance with requirements of funding to Land Bank.
c. Prepares and reviews reports, performs research, and additional program and administrative duties as requested or assigned.
d. Provides technical assistance to developers, including but not limited to, understanding of property acquisitions, preparation of purchase agreements, development processes and resources, and other due diligence items.
e. Updates and maintains master form document templates and related check lists in areas of responsibility.
f. Gathers and reviews developer and property due diligence items and underwrites the developers, guarantor, and property.
g. Provides CFO with information required and requested for spread and analysis of financial statements.
h. Prepares staff and committee memoranda.
i. Presents acquisition to Program Director for approval, and subsequently to Committees and Board.
j. Creates and implements systems/processes for programmatic efficiency and capacity building.
k. Manages data collection and reporting to ensure accurate reflection of programs’ activities, progress, requirements, and outcomes.
l. Create and maintain developer marketing and relations related to Strategic Acquisition.
4) Additional Tasks
a. Collaborates and cooperates with all staff to advance the mission of Land Bank Twin Cities and achieve goals of the strategic and business plans.
b. Maintains a good understanding of the big-picture activities and goals of Land Bank Twin Cities while attending to individual responsibilities and tasks.

Minimum Qualifications
Education: Associate’s degree or post-high school equivalent training
Experience and/or Training: Two years transferable experience in property transactions. Experience in and knowledge of acquiring and managing property; strong skills in organization, written and oral communication, documentation, and problem solving; ability to work independently, in a courteous and professional demeanor, cooperatively and constructively with people from diverse cultures and backgrounds, to gather information and meet requirements while working within deadlines; prioritization skills and ability to handle multiple tasks in a detail-oriented manner.
Technology/Equipment: Proficient in Microsoft Office Suite, experience using database and property management software (YARDI, AppFolio).
Preferred Qualifications
Experience and/or Training: Experience with nonprofits.
