Job description

This working Manager role will lead the modernization of Agency systems and reporting. This role will closely partner, collaborate, and work with all functions across the business to optimize systems and tools to improve the underlying processes and create efficiencies through leveraging of knowledge, tools, and automation.
On-site SQL will administer the extract, transform, and load processes by developing, implementing, and managing technical solutions to the corresponding infrastructure data warehouse to develop automated reports, analytical and management reports, and data definitions. Furthermore, the role will work closely with business teams to identify, recommend, and implement cost-effective technology solutions throughout the Agency.

  • Manages technology projects: establishing goals, implementing strategies, timelines, and budget. Advises supervisor and/or Executive Management on approaches to program implementation, including architecture and governance. Develops technical recommendations for decision-makers. Oversees the implementation and integration of new technologies with existing systems both inside and outside the agency.
  • Manage and maintain Agency's enterprise-wide business process management software to ensure effective and efficient organizational workflow; recommend improvements and updates as necessary.
  • Identify opportunities to develop and enhance operation efficiencies; recommend new hardware, software, tools, equipment, and methodologies to expedite and/or enhance existing processes.
  • Direct, assign, train, and evaluate the work of staff; participate in hiring, discipline, and employment separation.
  • Develop, prepare, and administer information technology department budget; oversee the procurement of hardware, software, licensing, and service agreements related to applications.
  • Coordinates project contracts, inventory program and interagency agreements ensuring correct scope for successful project delivery. Point person for application vendors and consultants providing administrative and project oversight. Maintains scope and budget. Evaluates consultant deliverables for quality and adherence to project requirements.
  • The Agency contracts with a third party to provide Cyber Security and most helpdesk support. This role will work in collaboration with the vendor. Management of this vendor resides with the CFO.
  • Maintain data integrity and quality by developing ETL code, data standards, data dictionaries, diagrams, entity relationship models, reports, schedules, work processes and maintenance procedures.
  • Perform data mining and report development methodologies, techniques, and tools to ensure deliverables meet the needs of both internal and external business customers.
  • Lead and assist in the definition and execution of cross-functional data movements for all aspects of Agency business.
  • Design, build, and deploy data visualization solutions, managing security, scheduling extracts, subscriptions, and alerts to manage the BI Server application.
  • Assist in reviewing SQL plans; participate in the development of policies, procedures, and database functions.
  • Support design solutions by utilizing data tools for data profiling and data mining.
  • Create data flows by sourcing data from multiple on-premises and cloud sources utilizing ETL processes, data warehouses, databases, system, data integration, web services, SSIS packages, API's, reporting analysis, and data management.
  • Assist in designing multiple scorecards and dashboards to display information required by different departments and upper-level management.
  • Create Ad Hoc financial and transit utilization reporting to display trends.
  • Partner with cross-functional stakeholders to understand business needs to scope, design, and build dashboard solutions; report trends, insights, and recommendations to meet business objectives.
  • Connect detailed work to solve problems and achieve business objectives and outcomes; understand stakeholders' needs; recommend and design corresponding automated technical solutions.
  • Provide reliable error/exception handling and rollback framework; perform unit testing and system integration testing; assist with user acceptance testing to ensure SSIS packages are tested and documented.
  • Work with and maintain confidential information.
  • Demonstrate regular and punctual attendance.
  • Other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree in Computer Science, Software Engineering, Management Information Systems or related field and three-years of experience in programming with related technology; or an equivalent combination of education and experience. Must possess a valid driver's license.
LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS
Microsoft Certified: Azure Database Administrator or equivalent certification(s) preferred.
PREFERRED QUALIFICATIONS
Master's degree in appropriate area of study preferred and 5 years of experience in mastering database management software and tools, proficient in SQL query building and report writing.
  • Knowledge of database management, cloud database administration, web portal development, data dashboards, and other software tool development
  • Intermediate skills in ETL development; object-oriented programming language, web services development, SQL, Python or BI data visualization development, Structured Query Language (SQL)
  • Advanced skills in programming and scripting languages; Net C#, C+, VB. Working knowledge of JSON, XML, REST and/or SOAP
  • Fluent in Microsoft 365, Microsoft Access, Microsoft SQL, Microsoft BI Suite, and MS Teams
  • Understand and apply techniques in developing and executing test plans, code version control, and database structure and design
  • Knowledge of score card and dashboard design
  • Prepare clear and concise reports, correspondence, and data documentation
  • Ability to debug and trace program execution
  • Working knowledge of system analysis, programming, and application design
  • Troubleshoot using multiple resources for optimal problem resolution
  • Strong comprehension of technical concepts with the ability to communicate them effectively to individuals of various technical abilities, skills, and backgrounds including internal, customers, and vendors
  • Learn new technologies, policies, procedures, and guidelines established by professional organizations and/or governing agencies
  • Understand, follow, and communicate clearly and concisely, both orally and in writing
  • Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies
  • Exercise sound judgment in making decisions. Ability to focus on tasks and recall details; handle frequent interruptions.
