This is an INTERNAL recruitment, open to current, permanent WA State Department of Corrections (DOC) employees only.
Our agency is looking to INTERNALLY fill a full-time, permanent WMS02 Program Manager Smart Supervision Grant project position within the Community Corrections Division (CCD). This position works for CCD located at DOC's Headquarters, 7345 Linderson Way SW, Tumwater, WA 98501. Although this position will be designated for telework up to four times each week, the incumbent will be required to report to Headquarters at least one day each week, or as directed.
This project position allows case managers to access real-time verified provider lists, which will connect supervised individuals (S/Is) to community resources immediately upon release from a facility (prison, reentry center, or out-of-state prison). You will be responsible for the delivery of assigned projects within defined project scope, schedule, and budget and requires significant interaction with IT, grant staff. and agency executives due to the nature of projects managed. You will also provide technical and organizational leadership for the following:
- Project management.
- Leading strategic initiatives to integrate new technologies with existing enterprise technologies.
- Directing complex, multi-agency infrastructure, and system implementation projects.
- Providing leadership, coaching/mentoring, and project planning for major DOC mission-critical infrastructure and computing systems.

Incomplete application packages or 'see resume' in lieu of the requested information may disqualify you from the process. Using an agreed upon project management methodology and industry best practices, initiate and plan agencyIT projects. Some of the tasks may include:
- Obtain and maintain a platform for a centralized real-time resource database of verified providers to ensure timely connections between supervised individuals and community providers.
- Work with your assigned supervisor, contracts, grants manager, and other partners to develop a Request for Proposal (RFP) to develop and maintain a usable and sustainable platform.
- Lead the identification of project objectives, constraints, issues/risks, schedule, and estimated budget.
- Direct the analysis and planning of complex, multi-agency systems and hardware/software solutions.
- Work with stakeholders such as CCD administrators, current Second Chance Grant Task Force Members, and community partners to ensure platform input and vet cloud-based software companies to house the DOC created verified provider lists.
- Identify projects that require formal security design reviews and coordinate the review with DOC's Cyber Security Unit, State Cyber Security office, and vendors, as appropriate.
- Prepare and maintain the project management plan and other project documents, pertinent to each project, in accordance with the project methodology.
- Work with the executive sponsor to develop, implement, and maintain project management plans specific to the needs of the project, sponsor, and steering committee.
- Create and manage work breakdown structure (WBS) for the project with detailed activities, tasks, task dependencies, resource assignment, milestones, and deliverables for the project.
- Participate in the creation of quality assurance plans, assist in quality assurance reviews, and work collaboratively with contractors to resolve issues consistent with Office of the Chief Information Officer (OCIO) policy framework for quality assurance.
- Participate in the development of budget decision packages' language and provide project cost information.
- Confirm User Acceptance Testing (UAT) activities are thoroughly planned and communicated including the creation of system steps and complete testing scenarios. Participate in UAT summary report and provide recommendations for "go" or "no go" decision based on testing results.
- Oversee the development, planning, and implementation activities to assure a well-planned, successful implementation.
- Work with the Training and Development Unit (TDU) to find the appropriate entity for grant related required trainings.
- Work with internal and external stakeholders to form and facilitate workgroups to share information, get input, and make recommendations for software functionality, implementation, and training.
- Plan, develop and implement training curriculum new software program and process.
- Working with the grant administrator, executive sponsor and other stakeholders, plan, and conduct a post implementation review identifying lessons learned and best practices. Facilitate working sessions, prepare survey materials, and solicit input from technical staff stakeholders, and other project team members including senior leaders. Publish findings.
- Prepare final budget closeout analysis and reports.
- Assemble and post final project documentation to the project SharePoint site.

- Bachelor's degree obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent. .
- Minimum of five years professional level experience in Community Corrections or other closely related experience.
- Two years of project management experience with increasing responsibilities.
- One year experience with database management, software, analysis, and IT resource implementation. 1 year experience as a facilitator/trainer.
- AA degree obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent.
- Five years professional level experience in Community Corrections or other closely related experience. 4 years of project management experience with increasing responsibilities.
- And one year experience with database management, software, analysis, and IT resource implementation. 1 year experience as a facilitator/trainer.
- High school diploma or equivalent.
- Five years professional level experience in Community Corrections or other closely related experience.
- Four years of project management experience with increasing responsibilities.
- One year of experience with database management, software, analysis, and IT resource implementation.
- Two years of experience as a facilitator/trainer.
The successful candidate will possess the following knowledge, skills and abilities:
- Knowledge of Department of Corrections policies, procedures, RCWs and WACs.

- 8-10 years of project management experience, some focus on information technology or database development.
- Knowledge of the Washington State Criminal Justice System such as: law enforcement, prosecution, courts, correctional facilities, and community corrections, from the continuum of arrest, to release of jurisdiction.
- Understanding of the Reentry Continuum from Facility to Transition to Community and the desired outcomes.
- Knowledge of Cognitive Behavioral Interventions (CBI).

This position may be allocated for telework for up to four days each week. If approved, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hot spot service at that time. Employees are expected to perform assigned duties in a safe manner; to take proper care of all state-issued equipment; and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility may not be provided.
