General Description
Performs highly independent managerial and administrative duties associated with special projects, programs or the operations of departments within Pasco County's Public Infrastructure Branch.
Essential Job Functions
Reviews and evaluates cost estimates, valuation analysis, budget and timeline evaluations on all real estate transactions for the Public Infrastructure Branch. Serves as project liaison for all real estate and capital projects for coordination amongst departments throughout project. Researches and completes special projects necessary to accomplish the mission of the department or branch.
Prepares and analyzes the department's budgets and facilitates the expenditure of funds; monitors multiple fund activity; develops, coordinates, and approves all requisitions and capital outlay activity. Conducts continuing analysis of department revenues, encumbrances, and expenditures in compliance with applicable laws, County policy, and generally accepted accounting practices. Prepares statistical and analytical reports on departmental operations, including revenue, expenditures, personnel, and tracking charts.
Supervises the maintenance and configuration of office areas and building activities. Designs and implements standard office procedures to maintain effective customer care and professional image. Supervises and coordinates administrative activities for interdepartmental coordination. Documents and maintains operating procedures and implements procedures for improved efficiency. Light physical effort may involve some lifting, carrying, pushing and/or pulling of objects and materials up to 20 pounds.
Performs other work as necessary.
Knowledge, Skills and Abilities
- Knowledge of modern principles and practices of administration, management, and accounting.
- Knowledge of principles and methods of data collection, statistical analysis, and social research procedures.
- Ability to develop and implement administrative procedures and to evaluate their effectiveness.
- Strong public speaking skills and the ability to establish and maintain effective working relations with consultants, the public, employees, and government officials.
- Ability to present ideas and findings clearly and concisely in both written and oral form.
- Ability to supervise and coordinate complex projects effectively.
- Ability to work with various groups and stakeholders to complete projects.
- Ability to establish and maintain an effective working relationship with County employees, citizens, and State and Federal officials.
- Ability to communicate effectively in verbal, written, graphic, and visual form.
- Knowledge of research techniques, sources, and availability of information.
- Have the computer skills to be able to utilize software programs (i.e.: Word, Excel, HTE, and Windows).
- Ability to express oneself clearly and concisely, orally, and in writing.
Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication. Light physical effort may involve some lifting, carrying, pushing and/or pulling of objects and materials up to 20 pounds. May require extended periods of time at a keyboard or work station.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree or higher in Business, Public Administration, legal studies or a related field. Five (5) years' experience in an administrative or supervisory position that involved activities and progressive experience in areas such as administrative analysis, as well as personnel management, facilities management, budget preparation, financial planning and management, contract administration, and accounting.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Sterling and/or Six Sigma certification preferred.
