PURPOSE:
The Program Manager supports CareFirst BlueCross BlueShield's Engagement Center. CareFirst's Engagement Center connects our local community to the healthcare they need. We hope to learn, evolve and tailor programming and services to the unique needs of our communities. With results from the Canton CareFirst Engagement Center pilot, we hope to expand the program to other areas of the region. We are analyzing communities across our service area to identify specific needs to match CareFirst services and resources with those that need them most.

As a Program Manager for the Community Engagement team, your purpose is to learn and drive initiatives and programs that will allow us to transcend the traditional boundaries of healthcare. Your role is pivotal in fostering meaningful connections with our members, our community and our internal teams. By strategically engaging with diverse stakeholders, you will contribute to the well-being of our members and the community and impact the health outcome of the people we serve.
ESSENTIAL FUNCTIONS:
Manage Complex Program Functions:
- Oversee and coordinate various program functions related to Community Engagement.
- Ensure the effective implementation of the Community Engagement strategy across the entire region.
Support the Buildout of Community Engagement Strategies:
- Work with the Director to build a comprehensive Community Engagement strategy tailored to the specific needs and goals of the region.
- Work on operational tactics of expansion and the enhancement of community programs to foster engagement.
Identify Areas of Process Improvement:
- Regularly assess existing processes related to Community Engagement.
- Identify inefficiencies, bottlenecks, or areas for improvement in the current strategies and operations.
Take Action to Implement Enhancements:
- Proactively address identified areas for improvement by developing and implementing effective solutions.
- Collaborate with relevant teams and stakeholders to drive changes that enhance the overall Community Engagement process.
Maximize Outcome and Growth:
- Set and track key performance indicators (KPIs) to measure the success of Community Engagement initiatives.
- Continuously evaluate outcomes and adjust strategies to maximize positive results and community growth.
Strategic Planning:
- Participate in the development of long-term strategic plans for Community Engagement.
- Align Community Engagement initiatives with overall organizational goals and objectives.
Stakeholder Collaboration:
- Collaborate with internal and external stakeholders, including community members, organizations, and partners.
- Build and maintain positive relationships to support the success of Community Engagement efforts.
Data Analysis:
- Utilize data and analytics to measure the impact of Community Engagement activities.
- Make data-driven decisions to refine and optimize strategies for better outcomes.
Communication:
- Effectively communicate the Community Engagement strategy, goals, and progress to relevant stakeholders.
- Ensure transparency and clarity in all communication related to community programs.
Compliance and Reporting:
- Ensure compliance with relevant regulations and guidelines.
- Prepare and present regular reports on the status and effectiveness of Community Engagement initiative.
SUPERVISORY RESPONSIBILITY:
Leads a team utilizing a matrix management system.
QUALIFICATIONS:
Education Level: Bachelor's Degree in Business Management or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Experience:
- 8 years project management or program management experience.
- Valid Drivers License Required (Ability to drive a CareFirst van to Community Engagement events with weekend and night availability for events)
Preferred Qualifications:
- Master's Degree.
- Project Management Professional Certification (PMP)
Knowledge, Skills and Abilities (KSAs):
- Ability to synthesize large complex data and analysis into clear, concise, executive level presentations that allow for rapid grasp of business problem or opportunity and understanding of feasible solutions.
- Ability to take high-level corporate goals and turn them into strategies.
- Strong understanding of population health, community health and the structures that exists within a given community.
- Strong relationship-building skills and the ability to cultivate and maintain relationships with community leaders in the non-profit and for profit sectors.
- Knowledge and discipline of Process Improvement.
- Effective Communication Style with the ability to engage with Diverse Stakeholders
- Use of Microsoft Applications.
Salary Range: $100,800 - $200,200
