Description

ACDHS uses an integrated Two-Generation (2Gen) approach to address all of the basic human services needs of the entire family unit. The 2Gen approach begins with a mindset focused on family-centered program design and continues with the alignment of services and resources within the department as well as across multiple organizations, resulting in coordinated services to children and adults together (family) in order to create long-term stability and sustainability.
The 2Gen approach builds well-being for families by focusing equally and intentionally on high-quality services in five areas of focus: early childhood education, adult education and employment pathways, economic security, health and well-being, and social capital. This approach will help us achieve our core mission of breaking the generational cycle of poverty, preventing neglect and abuse, and building strong communities.
Under general supervision, this position exists to coordinate all internal and external audits within the Department of Human Services. This position also acts in the role of Human Services Hearing Officer, which is responsible for conducting all County Dispute Resolution hearings. Within the guidelines of agency policies, this position requires sound judgment and is responsible for representing the department in regard to all audit findings. Is responsible for one's own work products. Provides oversight as requested to maintain audit and regulation compliance. Represents the Department of Human Services in audit situations that could impact budget and/or fiscal sanctions.
Duties
DISTINGUISHING FEATURES:
Currently, the Department of Human Services is subject to a multitude of audits on a monthly basis. The incumbent must be able to coordinate, track, and report on all audit findings. The required depth and breadth of knowledge of program rules and regulations distinguish this position. Additionally, the incumbent must have strong analytical skills, knowledge of statistical instruments, and leadership in quality improvement efforts.
DUTIES:
  • Interprets rules and regulations for staff and provides clarification of rule changes.
  • Conducts monthly County QA meetings. Represents Arapahoe County Department of Human Services at local, state, and federal meetings as assigned.
  • Attempts to resolve customer complaints through County Dispute Resolution Conferences when an issue is not able to be resolved by a supervisor.
  • Acts as a contact for all internal and external audits and is responsible for coordinating all external audits conducted by the State Department of Human Services, Department of Health Care Policy and Financing, and the designated county auditors.
  • Conducts interviews and collects, reviews, and analyzes information and data to identify and develop audit objectives and issues.
  • Tracks and monitors all quality assurance findings and prepares all rebuttals for the department. Maintains a case review database to track and monitor all case file rebuttals. Prepares all audit reports based on findings.
  • Collects, evaluates, and prepares research and/or other complex statistical data for the department. Prepares statistical and narrative reports and recommendations and participates in the analysis and interpretation of data as appropriate for the purpose of improving the quality of the Division's work.
  • Develop and implement measurement systems that will collect data from audit findings and reports that can be used by management to understand the outcomes of current business practices and training.
  • Issues rebuttals for errors identified in case state file reviews.
  • Makes determinations regarding internal case file review rebuttals and coaches staff on how to correctly process a case when errors are found.
  • Works cohesively with all department staff to ensure case files are submitted to the reviewing entity within the prescribed timeframes.
  • Informs and coordinates audit findings with the Community Support Services staff.
  • Conducts all County Dispute Resolution Conferences and renders decisions. Prepares and distributes hearing decision letters.
  • Draft and monitor all department Corrective Action Plans as necessary.
  • Identifies and analyzes training needs based on error trends. And assists Community Support Services Trainers with new and ongoing training when needed.
  • Conducts random quality reviews of cases previously reviewed by supervisors.

REQUIREMENTS:

  • Must be able to read and interpret policies and procedures as they relate to releasing information.
  • Knowledge of local and State computer systems as well as Windows, Access, Excel, and Word.
  • Ability to think logically, research, organize, and prioritize the workload through sound decisions and judgment.
  • Ability to effectively represent the Department of Human Services and act as a liaison for the Department when interacting with the State of Colorado Department of Human Services, community organizations, and other government offices.
  • Ability to coordinate and ensure work is completed in a timely manner despite tight deadlines, high volume of work, constant/frequent interruptions, and dealing with angry, upset, or frustrated individuals.
  • Ability to demonstrate effective customer service skills
  • Ability to communicate both orally and in writing. Must be able to effectively communicate with employees and others over the telephone and in person.

  • Ability to influence/ motivate staff to achieve desired results.
  • Ability to perform basic mathematics: basic addition, subtraction, multiplication and division, and use of a calculator.

Requirements
Education and Experience:
  • Associates Degree.
  • Three (3) years experience determining eligibility in public assistance programs.
  • Any equivalent combination of education and work experience that satisfies the requirements of the job will be considered.

Preferred Education and Experience:
  • Two (2) years experience in a Lead or Trainer role
  • Supervisory experience
  • Quality Assurance experience
  • Bachelors Degree

Contacts require the ability to exercise a high degree of interpersonal skills to influence persons at all levels. Incumbent is accountable for the results of the contact. Contacts often involve giving or obtaining information on matters of policy in controversial, complex matters.
