Title: Program Director of Rapid Rehousing Program

Reports to:Director of Homeless Services

Employment Status: Full-Time

FSLA Status: Exempt Salary: 70,000-75,000 annually


POSITION SUMMARY

Interfaith Works (IW) is a 501(c)(3) nonprofit that provides emergency shelter, supportive housing, essential needs, and employment programs to over 35,000 residents of Montgomery County, MD each year.

The Interfaith Works Rapid Rehousing Program (RRH) provides supportive services to 60 formerly homeless individuals receiving temporary housing vouchers from Montgomery County Health and Human Services. The program is designed to assist individuals to maintain housing in scattered sites across the county with the goal of increasing income and achieving complete housing independence.

The RRH Program Director will support the Interfaith Works Rapid Rehousing team of four case managers and one Housing Services Coordinator to identify appropriate housing options for participants, to help navigate their move in process, and to continually address barriers to housing maintenance while they are receiving the subsidy. The RRH Program Director oversees the delivery of intensive case management with a variety of support in the broader community to include connection to vocational services, community resources, rental payment monitoring, landlord engagement, and crisis resolution.


ESSENTIAL DUTIES & RESPONSIBILITIES

  • Ensures that all program operations and staff are effectively working to provide safe, low-barrier housing that integrates specialized support for individuals to build self-sufficiency.
  • Recruits, trains, and supervises the case managers and Housing Services Coordinator and interns.
  • Supports case managers in challenging landlord and property manager relationships; when appropriate, serves as liaison between landlords/property management and program participants.
  • Works closely with IW Finance team to provide monthly rent checks to property manager and landlords and to resolve rent discrepancies.
  • Maintains detailed records on leasing and finance information for all participants to include rent redetermination amounts every three months; provides monthly updates to IW finance accounts payable manager on changing rent portions.
  • Provides at minimum bi-weekly individual clinical supervision to case managers and Housing Services Coordinator to ensure the team is offering effective tenancy support per contract requirements with a trauma informed care lens.
  • Oversees leasing, income certification, rent calculations and payments, inspections, and tenant issues.
  • Plans and facilitates weekly staff meetings, which may include in-service training.
  • Works closely with contract monitor through Services to End and Prevent Homelessness (SEPH), including receiving referrals through SEPH's Coordinated Entry System (CES) and ensuring the program is following contract requirements.
  • Sets-up interdisciplinary team meetings with colleagues, including SEPH, behavioral health and medical providers to integrate all services and increase the likelihood of residents' success. Interdisciplinary meetings may also be necessary to respond to participant crises and to establish preventive interventions.
  • Attends monthly check ins with SEPH contract monitor and other SEPH administrators to provide participant updates and discuss challenges.
  • Ensure participant files are updated regularly and information is entered into the Homeless Management Information System (HMIS).
  • Monitors data quality on HMIS, completing monthly reports to be submitted for review.
  • Attend supervision meetings with the Supportive Housing Deputy Director of Homeless Services and/or the Director of Homeless Services.
  • Stays informed on best practices in Housing First, Harm Reduction, and Trauma Informed Care; attends trainings accordingly.
  • Attend joint meetings with other service providers at Progress Place and with county partners at SEPH as needed to include Coordinated Entry System Meetings.
  • Maintains statistics for the program and completes corresponding reports (including the quarterly County Reports, Board Reports, and Bi-Annual Program Statistics.
  • Monitors staff attendance and approves staff work hours through the HRIS system.
  • Approves and monitors program expenses and ensures money used for program expenses is accounted for and appropriate documentation of purchases is submitted to them.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, ABILITIES)

  • Strong management and supervisory skills. History of effective case management and staff supervision desired.
  • Strong administrative skills with ability to manage and effectively use individual and aggregate data on program participants.
  • Understanding of how to apply Trauma Informed Care, Harm Reduction, and the Housing First model.
  • Significant experience with crisis intervention, including assessing for and responding to individuals with suicidal and homicidal ideation.
  • Ability to manage multiple responsibilities efficiently and with flexibility.
  • Ability to work independently and with a team, collaborating with other Interfaith Works programs and departments.
  • Excellent written and oral communication skills.
  • Ability and willingness to represent Interfaith Works and its mission in a variety of public settings.
  • Proficient in Microsoft Suite products.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in social work, Counseling, or Psychology and three years clinical experience working with the target population.
  • Direct service experience working with individuals who are homeless and have disabilities, which include mental illness, substance use disorders, medical conditions, and cognitive impairments.
