Job Description

Who we are:

The Council of State Governments Justice Center works across the country to develop research-driven strategies to increase public safety and strengthen communities. To further this mission, we work with partners inside and outside of government to reduce crime and incarceration among youth and adults in contact with the justice system. We bring people from diverse systems and perspectives together to improve policy and practice. And we transform data and research findings into meaningful insights for decision-makers.

We're focused on three strategic goals:

  • Break the cycle of incarceration.
  • Advance health, opportunity, and equity.
  • Use data to improve safety and justice.

When you join the CSG Justice Center, you join an organization that is uniquely positioned to cultivate innovation and drive data-driven reform nationally. We have approximately 120 employees-expected to grow to about 150 by the end of this year-based in more than 20 states who have decades of experience working in and with criminal, juvenile, and Tribal justice agencies. We have provided housing, mental health, and addiction services; served as educators and in workforce development agencies; and supported victims and survivors of crime. We have served governors, state legislators, and members of Congress on both sides of the political spectrum. What binds us together is a shared commitment to our mission; to one another; to a common set of values; and to the national, bipartisan advisory board that guides our work.

How you'll fit in:

The Program Director will bring significant expertise on reentry policy and practice to oversee the National Reentry Resource Center (NRRC), a project of the Bureau of Justice Assistance within the U.S. Department of Justice. Funded through the Second Chance Act (SCA), the NRRC is a technical assistance (TA) center and information clearinghouse on reentry for a broad range of stakeholders, including policymakers, criminal justice and social service agencies, community-based organizations, reentry service providers, researchers, people who are directly impacted by incarceration and the criminal justice system, and advocates. The Program Director will be responsible for leading all key aspects of the project, including coordination with other SCA TA providers and federal partners, TA to reentry practitioners, and collaboration with the CSG Justice Center's Communications Division on the NRRC website, promotion, and resource development and dissemination. The Program Director may also work with the organization's senior staff to support fundraising efforts and cultivate new projects.

What you'll do:

Specific responsibilities of the Program Director include the following:

  • Develop and enact the vision and goals of the NRRC and oversee project activities and deliverables.
  • Establish and monitor timelines and deliverables to ensure that responsibilities to funders are met.
  • Provide expertise and oversee technical assistance to policymakers; state, local, and Tribal agencies; nonprofit organizations; and service providers on a wide range of topics related to reentry policy and practice.
  • Oversee a helpline project that provides broad-based assistance to the public, including people who are incarcerated or formerly incarcerated and seeking information on the reentry process and services in their communities.
  • Plan and lead coordination meetings and maintain ongoing communication with other SCA TA providers, funders, and partners.
  • Represent the NRRC in meetings, conferences, trainings, or forums with government officials, advocates, community members, and national experts.
  • Collaborate with policy and communications staff to develop and maintain a variety of materials-including NRRC website content, policy briefs, research memos, training presentations, grant reports, resource guides, and online directories-to (1) describe programmatic activities, innovations, and lessons for the field to policymakers, practitioners, and funders and (2) give practical information on the reentry process and available resources for individuals and families directly impacted by incarceration and reentry.
  • Research new funding opportunities, contribute to grant proposals, and serve as a resource to funding agencies.
  • Identify and engage new contacts in the field to serve as project consultants or partners and stay informed on advancements and other work in the reentry field.
  • Ensure that colleagues, consultants, or funders are aware of relevant project developments and proactively seek updates from colleagues.
  • Supervise staff and subject matter experts on contract where appropriate.

What you'll bring:

  • Ability to interact effectively with diverse people in different contexts and foster equity and inclusion through self-awareness, cultural sensitivity, and valuing others
  • Dedication to public service with an unfailing commitment to act with civility, be nonpartisan in performing CSG Justice Center duties, and be a responsible steward of member and donor funds
  • At least eight years of relevant experience and/or educational equivalency working with criminal justice and reentry agencies or organizations
  • At least four years of experience supervising staff and overseeing projects
  • Strong knowledge of corrections, community supervision, and community-based reentry practices and criminal justice policy
  • Demonstrated ability to manage large-scale, complex projects and ensure they are successfully completed on time and within budget
  • Demonstrated success in a leadership role that involves technical assistance, policy analysis, advocacy, research, or direct services for people with criminal records
  • Excellent research, writing, and editing skills and strong critical and strategic thinking
  • Strong oral communication skills, including the ability to effectively distill and present complex information in a concise, accessible way
  • Excellent interpersonal skills, including diplomacy and an ability to work both independently and with teams
  • Willingness to travel when needed, up to two times per month
  • Reliable and secure internet/data connection and flexibility for using a personal device for internet connectivity during business travel. A cost offset is provided by the CSG Justice Center.
