SUMMARY
Under general supervision, coordinates MPS Transportation in-service trainings for School Bus Drivers; oversees Behind the Wheel trainers as needed and oversees Driver-in-training employees during the training period; assures contracted driver training records are maintained and up to date; assures effective training of public transit regulations, safety and service standards, and MPS policies and procedures.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Plans, coordinates, and implements School Bus Drivers training programs; develops and implements Driver training programs, manuals, and materials for MPS School Bus Drivers; ensures training program complies with MPS policies and procedures, public transit regulations, and state and Federal safety standards; oversees School Bus Driver trainees and Driver-in-Training employees while in training program and activities, evaluates performance and identifies corrective actions.
  • Coordinates recruiting and selection of school bus drivers and drivers-in-training; brainstorms recruitment techniques and assists in recruitment events and activities; assists in processing applicants using District systems and supports applicants in new hire paperwork completion.
  • Coordinates work for Behind the Wheel trainers; schedules work, assigns tasks, and allocates resources; monitors work and evaluates performance as trainers.
  • Meets regularly with assigned staff to discuss and resolve priorities, workload, and technical issues; ensures that appropriate services are provided, and goals are defined and achieved.
  • Verifies and tracks bus contractors' compliance with state and Federal laws and MPS policies; resolves compliance issues; compiles technical and financial data for operational reports.
  • Leads district accident review committee; maintains, evaluates, and provides monthly reports on accident report data; assists with investigation of accidents/incidents involving school buses and District vehicles.
  • Coordinates drug and alcohol testing programs and employee background checks according to Federal and State regulations. (FMCSA Clearinghouse) Drug & Alcohol Clearinghouse - Home (dot.gov).
  • Ensures proper data collection and maintains regulatory compliance data, accident reports, and drug testing efforts; compiles data and submits reports.
  • Oversees and coordinates training program instructors; schedules work, assigns tasks, and allocates resources; monitors work and evaluates performance; reports unsafe acts, conditions, accidents, and injuries.
  • Oversees probationary drivers, monitors work, and evaluates performance; determines when a driver has satisfactorily completed probationary period requirements.
  • Assists with department response to requests and concerns from MPS staff and the community; assists with conflict intervention; resolves public relations issues with parents and students.
  • Assists in the development and revision of operating policies and procedures.
  • Supports the relationship between MPS and the community by demonstrating courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records, and MPS information.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.

MINIMUM QUALIFICATIONS
Education, Training, and Experience Guidelines
Associate's Degree in Transportation Management, Business or Public Administration, or related field; AND two (2) years of transportation experience, preferably in public education; OR an equivalent combination of education, training, and experience as determined by Human Resources.
Knowledge of:
  • Federal, state, and local codes and regulations governing public transportation training programs.
  • Federal and state safety laws and regulations, including OSHA requirements, drug and alcohol testing guidelines for Commercial Driver's Licenses, and accident investigations.
  • Principles of curriculum development, technical training, adult learning theory, classroom supervision, and managing group dynamics.
  • Principles and practices of public sector administrative management, including customer service and employee supervision.
  • Principles and practices of government record keeping and records management.
  • Local and regional geographical area and road systems.
  • Environmentally responsible and resource-efficient transportation techniques and standards.

Skill in:
  • Coordinating and implementing transportation training functions.
  • Interpreting and applying applicable Federal, state, and local rules and regulations; and MPS policies.
  • Engaging with applicants, staff, and families with an equity lens
  • Planning, organizing, scheduling, and conducting training classes.
  • Developing training programs, and effectively presenting information in a classroom environment.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Establishing and maintaining effective working relationships with co-workers and the community
  • Promoting and enforcing safe work practices.
  • Operating a personal computer utilizing standard and specialized software.
  • Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS
    • A valid Minnesota State Commercial Driver's License.
    • FMCSA ELDT certified instructor no later than 2/2022.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. May be required to operate a school bus or Class III type vehicle. May also be required to perform street duty during to- and from- school transportation. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
