Job description

The Department of Conservation and Recreation’s mission is to protect, promote and enhance our common wealth of natural, cultural and recreational resources for the well-being of all. The DCR is steward to one of the largest and most diverse state parks systems in the nation which includes more than 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. The Department of Conservation and Recreation seeks applicants for the position of Program Coordinator II – Special Events Coordinator. Please submit a cover letter and resume as part of the application process.


GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

This position will coordinate agency-wide permitting for concerts, festivals, road races, walkathons, cultural events, company outings, charity events and other special recreational events and programs across the Massachusetts parks system.


DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  • Review, analyze and process special event applications including site layouts, route maps, event plans etc.
  • Plan, implement and lead event coordination meetings with permittee, DCR staff and public safety officials.
  • Coordinate event logistics with site staff, public safety officers and event organizer.
  • Act as liaison between permittee and other DCR divisions to make the necessary arrangements for supplies, equipment, road closures, and DCR staffing needed for specific event.
  • Confer and coordinate with DCR management and public safety officials to determine special event requirements.
  • Coordinate, attend, monitor, and manage special events on DCR property.
  • Manage on-site event logistics during events.
  • Act as primary point of contact between permittee, DCR staff and public safety officers during events.
  • Respond to agency staff and constituent inquiries, reviews permit applications, maintains permit records.
  • Work with permittee to ensure payment of DCR staffing costs and event insurance coverage for DCR.
  • Work regular scheduled Monday-Friday work hours, as well as various hours, days of the week and weekends depending on the schedule of events.
  • Supervise, train and direct seasonal employees on event coordination, and give written and oral instructions in a precise, understandable manner.
  • Ability to collaborate and problem solve with Special Events team on complex and intricate issues.
  • Adjust to varying and changing situations to meet emergency or changing program requirements.
  • Work with a diverse community in a welcoming and inclusive manner.
  • Provide customer service excellence.
  • Develop and implement procedures to guide safe, organized recreational events.
  • Gather information, analyze, and create a clear written report with recommendations.
  • Evaluate events and programs to present recommendations on efficacy.
  • Exercise discretion in handling confidential information.
  • Create, review, and maintain accurate records and reports.
  • Develop and implement guidelines that support safe programming.
  • Assemble items of information in accordance with established procedures.
  • Perform related duties assigned.

PREFERRED QUALIFICATIONS

  • Knowledge of the methods of general report writing.
  • Knowledge of word processing, excel and data base programs.
  • Ability to gather information by examining records, documents, and questioning individuals.
  • Ability to write concisely to express thought clearly and to develop ideas in a logical sequence and to generate reports.
  • Four years of full time professional or managerial experience in public relations, business management or event planning.
  • Proven experience in program planning, event management, coordination, and implementation.
  • Strong verbal and written communication skills, along with interpersonal skills, to foster good working relationships with DCR staff and external partners.
  • Self-motivated with strong organizational skills to work independently.
  • Work experience in public administration, hospitality management or business administration.

REMARKS: Position requires a self-motivated individual with strong organizational skills. Position requires the ability to work a flexible schedule including evenings and weekends. Travel is required to meet and work on event sites. Access to reliable transportation to meet travel requirements for both DCR site and non-DCR sites.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
