The (AQP)within the Department of Ecology is looking to fill a Program Budget Analyst (Budget Analyst 4) position. This position is located in our Headquarters Office inUpon hire, you must live within a commutable distance from the duty station.

As the Program Budget Analyst, you'll work with the Air Quality Program Budget Manager to manage the program's budget and accounts and direct the expenditure of funds from federal and local grants, capital appropriations, and the Volkswagen (VW) settlement. You'll become the expert in AQP program fees and revenue, fee development processes, and workload models for the program's dedicated accounts. Additionally, you'll collaborate with project managers and financial unit contracts staff to implement and monitor budgets for funding opportunities directly tied to improving air quality for residents of Washington State.

Duties
What makes this role unique?
As the Program Budget Analyst, you will be involved in a variety of budget and finance activities to support the work of the Air Quality Program: leading the financial planning and monitoring for private/local and inter-agency agreements, and planning, implementing and monitoring budgets for the capital diesel, residential woodsmoke, and overburdened community grant programs, which range between $2 and $15 million, depending on the grant program, each biennium. You'll be an integral member of a highly collaborative and innovative team.

Duties
What makes this role unique?
As the Program Budget Analyst, you will be involved in a variety of budget and finance activities to support the work of the Air Quality Program: leading the financial planning and monitoring for private/local and inter-agency agreements, and planning, implementing and monitoring budgets for the capital diesel, residential woodsmoke, and overburdened community grant programs, which range between $2 and $15 million, depending on the grant program, each biennium. You'll be an integral member of a highly collaborative and innovative team.
What you will do:
- Develop and maintain complex expenditure forecasts, spending plans, and expenditure tracking tools.
- Develop and maintain complex revenue forecasts and revenue tracking tools.
- Support the development of detailed financial allotments, staff plans, coding structure, compensation impact model data, OFM activity recasts and other assignments from the Agency's Central Budget Office.
- Prepare reports, complete analysis, and brief the Program Budget Manager and program management on financial status; recommends adjustments as necessary.
- Manage the budgets for federal and local receivable agreements, capital grant programs, and the VW federal settlement.
- Coordinate, write, and review fiscal notes in close communication with program subject matter experts, prepare calculations and narrative for legislative budget requests, and in coordination with AQP Budget Manager, prepare responses to requests for information from OFM and legislative staff.

Required Qualifications:

Option 1:
Nine years of professional experience in budget, finance, accounting or related field and/or education from an accredited institution in business, finance, public administration, accounting, economics, or related field.
Option 2:
- A Bachelor's degree from an accredited institution in business, finance, public administration, accounting, economics, or related field AND
- Five years of professional experience in budget, finance, accounting or related field.
Option 3:
- A Master's degree from an accredited institution in business, finance, public administration, accounting, economics, or related field AND
- Three years of professional experience in budget, finance, accounting or related field.
Desired Qualifications:

- Experience working with statewide budget/allotment and financial reporting systems.
- Knowledge of and experience working with fiscal notes.
