The DNR Office of Finance, Budget & Economics (OFBE) is looking for a reliable and experienced Lead Budget Analyst to provide budget planning and management services across the agency. The OFBE Budget Team works to ensure that program activities and funding fit within the broader context of the DNR's mission and goals. As a member of the team, you will work to support financial compliance with state and federal laws, regulations, and reporting requirements, and facilitate the operational effectiveness and financial stability of the Agency's Programs. As a DNR Lead Budget Analyst, you'll be involved in budget planning, budget development, projection, analysis, and monitoring for agency programs and initiatives. You will serve as a strategic budget expert, providing leadership, research, analysis, and recommendations on complex and often unprecedented budget issues that have budget, policy, and natural resource impact.
Duties
Responsibilities:
This position is a key player in the responsible management and expenditure of over $942 million in operating funds and over $352 million in capital funds. This position has lead responsibility in developing control totals and allotments based on legislative appropriations as well as non-appropriated accounts. Additionally, this position has primary responsibility for providing strategic budget advice to agency staff and managers working on budget requests and fiscal notes. This responsibility includes written recommendations on how these documents will best serve the program and agency. This expertise is heavily relied on so that the agency has a documented plan to keep within its expenditure authority, and for business decisions impacting programs and the agency, including budget requests, fund management, and how to implement budget reductions. This position is responsible for ensuring agency budget development products and fiscal notes for the legislature are consistently accurate, clear, and compelling which is critical in maintaining the agency's credibility and obtaining optimal funding.
This position is also responsible for monitoring program budget management and accurate and timely reporting on budget and performance. This position is critical in identifying potential issues, analyzing problems, recommending solutions, projecting consequences of actions, and implementing actions to support agency and program goals. This position must decide if funding is available for planned or proposed expenses and activities and if the expenses and activities are eligible and appropriate for the funding.
Specific Responsibilities include:
Manages all aspects of DNR budget activities (operating and capital) for a select portfolio of agency programs. This includes the calculation of carryforward level budgets, requests for additional biennial and supplemental legislative funding, cross-agency fiscal note development, development of multiple levels of expenditure and revenue allotments, monitoring expenditures on a monthly basis, identifying potential problems, and recommending options for resolution. These steps are required for each DNR-specified budget and involve both division and region budgets. DNR's biennial operating budget totals over $942 million in multiple funds and contains over 170 individual operating budgets. The size and number of capital projects vary every biennium depending on legislative funding. Responsible for managing agency fiscal notes impacting programs and operates as liaison to OFM and legislative staff.
Consult and train DNR staff in budget processes. Provides lead analyst direction to one or more budget office analysts on OFM and DNR budget systems. Interprets budget policies and procedures to division and region staff and provides consultative services to programs with the goal of achieving uniform budget processes and data across all DNR programs. Identifies areas requiring an internal agency policy or oversight and provides recommendations/draft policies for Executive review. Conducts monthly and/or quarterly roundtable discussions with all agency budget staff to address any issues around the agency and preview any upcoming tasks/projects.
Conducts in-depth analysis of budget issues as assigned by the Chief Financial Officer and/or Budget Director. Performs research, analyzes data, and prepares reports to advise agency management about the effects of financial policy; procedures in agency operations; administration, service delivery, and alignment with agency strategic plans. Prepares executive-level budget information for use in legislative hearings and public communications.
Manages DNR budget data and OFM/legislative systems. In partnership with other budget analysts, manages usage and data input into the various OFM budget systems - including the Agency Budget System, Capital Budgeting System, Activity Inventory, The Allotment System (TALS), Results through Performance Management System (RPM), Salary Projection System and Fiscal Note System - to ensure accuracy and accountability. Evaluate current budget systems and processes and make recommendations for improvement.
Documents historical funding records for assigned programs. Works with other budget analysts maintaining a historical record for each program, and documenting increases and decreases in funding and FTEs. This serves as the official record for the agency.
Qualifications
Required Qualifications:
This position requires a broad range of budget experience and an understanding of state agency budget development and monitoring. The ideal candidate will have all the following, and acceptable candidates will have at least eight of the ten below requirements.
  • Bachelor's degree in accounting, finance, budgeting, public administration, or closely allied field;
  • At least 3 years experience with state or local government, which includes budget development and monitoring.
  • Experience working in a team environment and under tight deadlines;
  • Professional working knowledge of:
    • Office of Financial Management (OFM) policies, procedures, and regulations in the state budgeting and allotment process.
    • State budgeting systems (TALS, ABS, BASS, RPM, AFRS, FNS, SPS, etc.) as well as performance measures and activity inventory;
  • Demonstrated ability to communicate complex budgetary and fiscal issues orally and in writing to a variety of audiences;
  • Demonstrated ability to condense detailed and/or complicated fiscal data into a written or graphic presentation understandable by non-financial experts;
  • Ability to work with management, professional, and front-line staff;
  • Interest and ability in dealing with numbers and details;
  • Expert in manipulating data in Excel using pivot tables, V-Lookup, and other advanced spreadsheet functions, and creating charts and graphs. Knowledge of Word and other PC programs.

    • Work takes place in an office setting. The position's assigned duty station is the Natural Resources Building in Olympia, Washington.
    • The position requires occasional travel for meetings, trainings, and/or visits to region offices and work centers in remote locations throughout the state.
    Desired Qualifications:
    • At least five years' experience with state or local government which includes budget development and monitoring.
    • Master's degree in accounting, finance, budgeting, public administration, or closely allied field.
    • Certified Government Financial Manager (CGFM), Certified Public Finance Officer (CPFO), or similar certification
    • Skills in planning and conducting major projects and work schedules.
    • Knowledge of legislative processes and practices, including fiscal notes.
    • Knowledge of OFM/State rules and regulations for accounting and budgeting.
    • Knowledge of DNR budgeting systems including DataMart and familiarity with DNR issues.
