Description
The City of Palo Alto's Watershed Protection Program has an exciting opportunity for a Program Assistant I or II position.
The position will provide general administrative and project support to Watershed Protection and Sustainability teams and is ideally suited for those who share a passion for environmental protection, an interest in learning about many areas of water quality and sustainability, and a desire to support a diverse team of dedicated environmental professionals. The position requires excellent writing and communication skills, attention to detail, and a commitment to contributing to a positive team environment.
The Watershed Protection Group is part of the Public Works–Environmental Services Division, which includes the Office of Sustainability. The team is charged with protecting water quality in local creeks and the San Francisco Bay in accordance with National Pollutant Discharge Elimination System permits and additional City Council priorities related to watershed protection and pollution prevention. The Team works with industry, businesses, and residents to reduce pollutants entering surface waters via the sanitary sewer and storm drain systems. The Watershed Protection Group consists of teams that focus on Sustainability, Policy and Public Education, Stormwater, and Regulatory Compliance and Pretreatment for the Regional Water Quality Control Plant (a wastewater treatment plant serving Palo Alto, Mountain View, Los Altos, Los Altos Hills, and Stanford).
The Program Assistant I or II reports to the Watershed Protection Program Manager and will provide some level of support to all teams within this group, and some support to the Office of Sustainability. Tasks include using City-specific software for purchasing and contract support, City Council staff reports, and Stormwater, Recycled Water, and Pretreatment Programs. The position will assist with budget tracking; coordinate remote, hybrid and in-person public meetings; attend occasional public events, enter and analyze data, produce charts, format reports and PowerPoint presentations, coordinate annual report production and editing; manage filing and archiving systems, monitor and maintain web pages, and answer phone and email inquiries.

Essential Duties
Essential and other important responsibilities and duties may include, but are not limited to, the following:
+ Regularly use Microsoft Excel, Word, Outlook, PowerPoint and other specialized software applications.
+ Schedule appointments and meetings, screen calls, receive visitors, and respond to email and phone inquiries.
+ Prepare meeting agendas and minutes and post on the City’s website.
+ Prepare graphs and charts.
+ Type from draft or oral instructions.
+ Compose letters and memos and statistical and numerical reports.
+ Develop forms, memos, correspondence.
+ Prepare billing documents, purchase requisitions, monitor contracts, and track payments.
+ Enter and review data to ensure accuracy.
+ Perform calculations, compile data and write reports analyzing and summarizing data.
+ File documents, correspondence, and reports.
+ Assist with the preparation, interpretation and implementation of administrative policiesand procedures.
+ Act as liaison between City programs and staff, contractors, community groups and local businesses associated with the assigned programs and projects.
+ Attend City and regional meetings to convey and relay information.
+ Develop and prepare evaluations, educational materials, press releases, advertising, andother promotional material for distribution to newspapers, radio andcommunity organizations.
+ Conduct research for use in reports, promotional materials, design, or dissemination of information to the public.
+ Draft, review and edit public outreach materials such as ads, utility bill inserts and reports.
+ Provide support to managers and team members to research, develop and implement pollution prevention programs.
+ Ability to schedule and organize both in-person and web-based public meetings.
+ Represent the City in a professional productive manner at City and regional meetings.
+ Contribute to a positive work environment and team.
+ Drive City vehicles for errands and work-related tasks.

Minimum Qualifications
Program Assistant I:
Equivalent to graduation from high school and 3 years of progressively responsible administrative experience working with programs or projects. Completion of 2 years of college may substitute for 1 year of work experience.
Program Assistant II:
Equivalent to graduation from high school and 4 years of progressively responsible administrative experience working with programs or projects. Completion of 2 years of college may substitute for 1 year of work experience.
Special Requirements:
Must possess a valid California Driver's License.
Desirable Skills:
+ Expertise with Microsoft Excel, Outlook, Word, and PowerPoint and ability and willingness to learn other specialized software applications.
+ Attention to detail for data entry and review.
+ Knowledge and competence in budgetary and administrative processes.
+ Strong writing and editing skills for different applications such as web content, reports, outreach and public speaking.
+ Experience using web content management systems.
+ Ability to speak before work teams and some public events.
+ Ability to coordinate and prioritize a wide variety of activities, and follow through with assignments on time.
+ Strong interpersonal, communication and team-building skills.
+ Ability to seek, accept and apply direction from supervisors and managers.
+ Desire to learn and grow competence in understanding environmental issues and projects related to watershed protection.
+ Knowledge or willingness to learn pertinent local, state and federal environmental laws, rules and regulations.
