PURPOSE OF THE JOB
The Asphalt Operations Leader is primarily responsible and accountable for employee relations and development, quality, safety, productivity, environmental compliance, cost reduction and team engagement. The position is directly responsible for the supervision of unionized production employees and contingent workers and creating and supporting total quality, total safety, and a total productive maintenance and reliability culture.
JOB RESPONSIBILITIES
Aligns with the Roofing and Asphalt business goals.
  • Develops and achieves personal objectives that stretch self and align to the Department, Plant, Site, Division and Company goals
  • Success will be measured by the Operations Leader's ability to coordinate with peer group to collectively achieve operational excellence in safety, quality, cost control, inclusion, engagement, inter-department cohesion and compliance
  • Ensures employees are properly trained to perform their primary functions autonomously and creates and maintains a sustainable plan to cross train for maximum flexibility of the operations
  • Assists in developing team member understanding of the equipment, process, and the effects of their actions up and downstream to their area. Ensures a macro and micro level understanding of the plant processes and the inter-relation to the individual work area
  • Is a positive change agent encouraging and closely involved in Total Productive Maintenance (TPM) efforts
  • Works with plant operations/packaging teams, customers and truck drivers to ensure timely loading of the proper product, with the correct specification on every load.
  • Manages and supervise plant asphalt production process and packaging operation.
  • Ensures Operator training materials are maintained up to date through routine audit and management of change process input to Training and Development (T&D) Pillar Leader when changes occur in process settings, equipment, etc.
  • Ensures the lab is properly stocked and all lab equipment is in compliance and operational
  • Uses Lean/Kaizen tools to drive improved productivity and plant performance
  • Creates accurate, timely, and meaningful management reports

Each employee is expected to support the overall safety goals of the facility: To protect and enhance the environment, health and safety of our employees, contractors, suppliers, neighbors and customers by engaging all employees in the EH&S process. The incumbent is responsible for:
  • Implementing a safety culture that exemplifies our stand that "All accidents are preventable".
  • Promoting the following:
    • Safety training and awareness by taking an active part in identifying safety education needs.
    • Health and safety during meetings, at work stations and in our daily lives.
    • Safe workplaces
  • Reporting all accidents and near misses
  • Modeling the appropriate safe work practices and prioritizing safety above all other metrics
  • Holding others accountable for working safely and engaging actively in safety initiatives to maintain a zeroincident culture
  • Ensuring that direct reports and contractors adhere to safety, environmental, and standard operating procedures.
  • Providing appropriate resources to ensure a fully engaged and incident-free operation
  • Monitoring the facility and processes for adherence to OSHA regulations, Trumbull Loss Prevention Standards, and Corporate guidelines.
  • Ensuring compliance with the Coast Guard, Department of Homeland Security-Maritime Transportation Security Act, the Oil Pollution Act of 1990 (OPA-90) and the Environmental Protection Agency (EPA)
  • Owning a plan that identifies hazards and housekeeping; ensuring the plant is always in a clean, customer tour-ready state
  • Ensuring the safe manufacture of a quality product in accordance with schedule requirements
  • Operating under the premise that "Our Commitment to Safety is Unconditional"
  • Participating in work area self-inspections and accident investigations and recommending corrective actions to make the workplace safer
  • Refusing to operate any defective, questionable, or homemade equipment / tools

Demonstrate the commitment to build an exceptional workplace environment; fostering open
communication, employee engagement, and inclusion.
  • Work with OMC and Maintenance supervisor to ensure that essential maintenance records and files are maintained from which he/she generates accurate and meaningful management reports.
  • Actively manages the continued training, development and growth of all personnel. Ensures technical competence of employees.
  • Provides daily management of timekeeping systems to ensure payroll and attendance accuracy is maintained
  • Encourages a culture of data-driven decision making
  • Takes appropriate corrective action and works with employees to investigate/resolve quality, reliability and process related issues.
  • Sets clear expectations of performance and establishes, communicates and regularly reviews commitments to make certain milestones are achieved as planned
  • Audits daily to ensure data accuracy of all inputs (e.g. check sheets, layered process audits, computer inputs, etc.)
  • Demonstrates professional and motivating communication skills to recognize and bring out the best in each employee
  • Fully understand and comply with all applicable labor management agreements.
  • Perform regular performance review meetings with employees one-on-one to ensure they have all the resources to perform their jobs. Understand direct reports' career goals, removing any obstacles to ensure employees have impactful and meaningful work to perform each day that provides enrichment and fulfillment.
  • Ensure Production Leads on each shift perform value-added daily huddles that enhance safe, quality and optimized quality and productivity.

JOB REQUIREMENTS
MINIMUM QUALIFICATIONS:
Bachelor's Degree (business or engineering preferred)
EXPERIENCE:
  • Progressive experience directly leading people in an industrial manufacturing or operations environment is strongly preferred
  • Operations knowledge in all the following areas (not all inclusive): Boilers, Incinerator, Preheaters, Hot Oil system, Tank Burners, Truck Loading/Unloading, Railcar Unloading, Barge Unloading, Acid System, and Computer Control Operations
  • Experience with and working knowledge of SAP or similar ERP

KNOWLEDGE, SKILLS & ABILITIES:
  • Knowledge of Lean, 6S, and TPM
  • Ability to reduce waste through continuous improvement of existing processes
  • Good problem solving and troubleshooting skills
  • Ability to lead in high stress situations
  • Ability to be on call 24/7
  • Self-starter, motivated and goal oriented. Able to demonstrate good leadership skills.
  • Mechanical aptitude highly preferable
  • Good oral and written communications skills.
  • Good Microsoft Office skills - PowerPoint, Excel, Visio, Word
  • Knowledge of all safe work procedures
  • Ability in leading, assessing, and developing talent to deliver results
  • Good computer skills including Allen Bradley panel views
