Job Summary:


DES is seeking an experienced and highly motivated individual to join our team as a Product Manager for the Division of Business Services (DBS).
This position will serve as the Product Manager for 20+ Applications written in both SalesForce and .NET. Additionally, this position will be a Scrum Master for (DBS) and will follow Agile Methodologies including Sprint Ceremonies and ensure that there are no roadblocks and that the Sprint Commitments are met by staff.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
  • Work with customers and IT staff to ensure thorough analysis is performed, a high-quality product is produced and minimize rework by following established guidelines and industry best practices.
  • Provide leadership, direction to development staff. Work with other DTS staff as needed.
  • Directly contribute to teamwork efforts by performing hands on activities such as gathering and documenting requirements from business partners as needed in AZURE DevOps.
  • Prepare and deliver communications/ presentations and facilitate work groups or discussions as needed.
  • Facilitate Divisional mission, goals, tasks, and staffing requirements.
  • Identify staffing needs and allocation, train, schedule, and monitor staff.
  • Prepares management reports of metrics and results.
  • Manages staff performance and reviews.
  • Resolves conflict between projects or functional areas.
  • Develops methods to monitor tasks and staff progress and takes corrective action if necessary.
  • Follows defined and agreed upon Product Management and Agile Methodologies.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
  • Product Management and Agile Methodology.
  • Product Management planning, workplans, development efforts.
  • IT testing processes and IT audit procedures.
  • Good understanding of leadership and team building strategies.
  • State Government as relating to Economic Services and processes.

  • Management of professional personnel in support of development projects.

  • Facilitation of focus groups, workgroups, and meetings.
  • Planning, coordinating, and organizing activities that invoice multiple internal and external entities.

  • Administering and using software testing tools.

Ability to:
  • Partner with program divisions leading a high degree of customer satisfaction through IT support services.
  • Analyze evaluate and draw logical conclusions as they relate to business problems and technical solutions.

  • Develop programs.
  • Author design documents.
  • Prepare a variety of reports.
  • Communicate effectively with individuals at all organizational levels.
  • Build relationships and influence other functional areas.

  • Work concurrently on multiple projects and tasks.

Selective Preference(s):

The ideal candidate for this position will have:
  • Project Management Institute (PMI) certification.
  • Over five (5) years of product/project management experience, Scrum/Agile Methodologies, planning, design, development, and implementation of small to large size IT applications.
  • Development/management of business requirements, various types of testing/problem tracking tools, change control processes, and quality assurance.

Pre-Employment Requirements:

  • Bachelor's degree plus 5 or more years of experience in project coordination and management (or equivalent experience).
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona Department of Public Safety (DPS) Fingerprint Clearance Card that meets DES requirements for a Level One card. The individual in this position must be able to obtain and retain this card for the duration of their employment with DES.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
