Salary Ranges:
Procurement Specialist 1: $25.88 hourly (overtime eligible)
Procurement Specialist 2: $2,229.75 biweekly (overtime ineligible)

The Department of Family and Community Services (DFCS) in Juneau is looking for a detail-oriented individual eager to join its Procurement Team in a flex position that can either immediately place you as Procurement Specialist 2 (PS 2) or introduce you to procurement as a Specialist 1 (PS1) and provide the training needed to advance.

What you will be doing:
This position primarily orders equipment and services from standing State contracts. It also serves as the Department property officer, coordinating property inventory and managing the department's many fleet vehicles. Attention to detail is crucial, as duties require entering transactions into the State's integrated accounting within IRIS.
While experience with IRIS is an advantage, it isn't a requirement. Training on both IRIS and procurement will be provided.
Formal training, mentoring, self-study, and on-the-job experience will bring you to full proficiency in all areas of procurement.

There are four main divisions within DFCS. Alaska Pioneer Homes, Alaska Psychiatric Institute, Division of Juvenile Justice, and the Office of Children's Services. There is also a fifth division of DFCS, Finance & Management Services (FMS). FMS supports the other four divisions with administrative, leasing/facilities, fiscal/budget management, grants, and procurement services.

The Procurement Specialist job series at the State of Alaska has a well-defined career path beginning with the PS1 (Range 14) through PS5 (Range 21). Experience as a Procurement Specialist is a pre-requisite for the Contracting Officer job series and is also applicable to qualifying for the Administrative Officer job class.

The working environment you can expect:
Working in the office is required. Our offices are located on the newly renovated Fifth Floor of the Court Plaza Building on Main Street in downtown Juneau within easy walking distance of restaurants, shopping, and public transportation. Parking is provided. Workstations have new furniture and ergonomic sit/stand desks.

Who we are looking for:
Strong reading, verbal, and written communication skills. Ability to interpret rules and regulations and think critically (to question, analyze, interpret, and evaluate) and make sound decisions. Strong customer service skills and solid work habits including proofreading, prioritizing tasks, and promptness. Working knowledge of Adobe, MS Word, Excel, and Microsoft Outlook.

Procurement Specialist level 2:

  • Computer Skills: Uses computers, software applications, databases, and automated systems to accomplish work.
  • Contracting/Procurement/Property Control: Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

Equivalent to those typically gained by:
