Job Description
A private university in San Diego is looking for a Procurement Manager to start immediately. This person will report directly to the Director of Procurement Services. This person will serve as a primary liaison to the vendors and the University community for matters related to federal and state statutory requirements and University policies and procedures. Responsible for identifying errors, problems and/or issues related to purchases and takes corrective actions as necessary, including but not limited to advising and documenting the issue, conducting internal/external audits, and recommending termination of purchase orders or supplier agreements. Responsible for directly supervising, overseeing and reviewing work of the Procurement Agent, Buyers, and/or student support; determine and delegate work assignments to most effectively meet department/unit needs; train and develop supervised staff as needed. Responsible for performing comparative market analysis, assisting with strategic planning for the category assigned, working with logistical issues, developing pricing, dealing with any escalated issues that involve any University vendor/service provider under the assigned category. Work closely with the Director and/or the Strategic Sourcing and Contracts Manager to determine appropriate benchmarking metrics based on the assigned categories. Ensure and review that benchmarking practices are followed. May act on behalf of the Director regarding matters of consequence including administrative and financial management, tracking and reporting. Manages the coordination and production of procurement or contract compliance reports involving high-level interactions with internal and external departments and vendors. May perform the duties of the Purchasing Agent or Buyer in their absence and perform other duties as assigned
Must Haves:
- Bachelor Degree in Business or Supply Chain
- 6+ years of buyer/procurement experience in a fast-paced environment
- Experience managing people in a procurement role
- Experience working with MRO (maintenance repair organizations)
- 2 years of experience working with an ERP system (workday or oracle preferred)
- Experience and proven ability to negotiate, administer and supervise complex procurement activities and bidding process
- Experience in vendor relationship management, including oversight of vendor performance and contract compliance
