Work Schedule: Mon-Fri. 8-5, alternate schedule may be available after probation.

Position Summary:
Are you a dedicated procurement professional with a passion for service and a knack for analytical thinking and writing? The City of Portland Bureau of Environmental Services (BES) has an exciting opportunity for you as a Procurement & Contracts Analyst I. In this role, you will play a crucial part in supporting BES's business needs by administering Procurement and contracting processes for a variety of agreements, including services, professional services, grant agreements, and intergovernmental agreements. As a subject matter expert in Procurement and Contracts, you will work closely with internal and external stakeholders, including City offices, consultants, contractors, and vendors.
What you'll get to do:
  • Provide guidance to bureau staff regarding Procurement and contractual agreement rules, policies, and procedures.
  • Analyze, interpret, and apply relevant laws, regulations, ordinances, policies, and procedures applicable to public contracting laws, policies, and procedures.
  • Draft competitive solicitations, contractual agreements, amendments, task orders, including ordinances when required.
  • Collaborate with BES Program and Project Managers to obtain functional and technical requirements for finalizing contractual agreement specifications and statements of work.
  • Interpret contractual agreements and advise on the most appropriate agreement terms for individual situations.
  • Ensure vendors' compliance with City business requirements, distribute executed contractual documents, and enter information into BES Contract Tracking System.
  • Respond to inquiries related to contractual agreements, amendments, task orders, invoices, payments, procurement processes and policies.
  • Manage contract data within SAP, BES contract files and BES Contract Tracking System.
  • Facilitate final payment, contract terminations and contract closeout.
  • Handle contract records retention and archival in TRIM.
  • Manage contract public records requests.
  • Attend relevant public purchasing and contracting training to maintain knowledge and enhance performance of assigned contracting duties.

  1. Ability to apply the principles and practices of public administration, including purchasing, contracting, and maintenance of public records.

  2. Ability to analyze, interpret, explain, and apply relevant laws, ordinances, administrative rules, and policies.
  3. Experience preparing clear, concise, and comprehensive reports, correspondence, and other documents involving administrative, organizational, and technical data.
  4. Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines.
  5. Ability to utilize a computer and various software applications, including Office 365 (Excel and Word), Adobe Acrobat Pro, enterprise business systems (SAP), and project management software (e-Builder).
