Description of Job

The Purchasing and Contracts (PAC) unit exists to manage the Department's purchasing and contracting activities ensuring compliance with the State constitution, laws, rules, guidelines, policies and procedures as well as protecting the Department’s fiscal resources with legally sufficient purchases and contracts.  
We're hiring an analytical, collaborative and resourceful individual to be our Procurement Analyst in our Purchasing and Contracts work unit! Bring your expertise in market research and data analysis to DOR and collaborate with other Divisions to meet their needs. Use your written communication skills to write narrative summaries of your findings and your verbal communication skills with vendors who might meet our needs. Primary Duties:
Market Research - Conduct informal market research and attend appropriate events to obtain market information. Work with Division SME's, other State/Government entities to gain knowledge for the research. Use existing tools for research and recommend any additional tools.
Procurement Planning - Work with PAC Director/Manager and DOR Divisions to understand division needs, develop and maintain a long term procurement plan, assist with KPI/procurement data development/dashboards, and procurement scheduling tools.
Data Tracking and Analysis - Create, maintain, and update the Key Performance Indicator (KPI) tracking, Procurement Planning and Department dashboards. Assist with data analysis and reporting, using complex Google Sheets.
This position reports to the Lakewood office occasionally (approximately once a quarter) for meetings or training.

MINIMUM QUALIFICATIONS: 

Must meet one of the following or any combination of experience/education to meet the qualifications:


OPTION 1:

7 years of experience in conducting market research, data analysis, procurement actions or experience in a role that worked closely with procurement (contracts/solicitations).


OPTION 2:

Bachelor's degree from an accredited institution in a field of study related to the work assignment.

AND

3 years of professional experience in conducting market research, data analysis, procurement actions or experience in a role that worked closely with procurement (contracts/solicitations).


OPTION 3:

Master's degree from an accredited institution in a field of study related to the work assignment.

AND

1 years of professional experience in conducting market research, data analysis, procurement actions or experience in a role that worked closely with procurement (contracts/solicitations).

Preferred Qualifications:
  • State experience with government procurement

Conditions of Employment with the Colorado Department of Revenue:
