The Mercury, North Las Vegas, and Remote Sensing Lab-Nellis (MNR) needs a Principal Work Planner to support the MNR Planning team at the Nevada National Security Site.

 

Key Responsibilities:

  • Serve as lead planner for the MNR Planning team, supporting MNR Planning Supervisor and MNR Maintenance Planning Manager.
  • Interface with Maintenance Crews & Managers, job supervisors and foreman, Facility Managers, Engineers, Project Managers, Safety, Industrial Hygiene, National Laboratories, Environmental Safety and Health (ESH&Q), Radiological Control, and other supporting organizations to prepare work packages (activity level work control documents) and supporting documents.
  • Attend project/construction meetings to provide status and updates on schedule, risk and issues.
  • Facilitate and attend walkdowns and tabletop reviews for scopes of work.
  • Preparation of activity level work documents (ALWDs) (i.e., work packages), Planning Team Job Aid (PTJA), Job Hazard Analyses (JHA)s, for maintenance work occurring at MNR Complexs.
  • Identify skill of the worker activities and initial required training for work packages.
  • Update required reading program.
  • Support implementation of new WP&C systems designed to improve consistency, standardization, compliance, performance, and quality of the IWCP and work packages (WPs).
  • Support implementation of Mobile for Maximo (M4M) in stakeholder organizations (Construction, Maintenance, and Site Services) and support organizations (Safety, Industrial Hygiene, Radiological Control, Environmental, Facility Management, and other organizations).
  • Perform on-site evaluations in order to clarify work site conditions and discuss job details with the requester/customer and subject matter experts.
  • Determine special tool and equipment requirements.
  • Prepare a detailed scope of work, with a man-hour and material estimate, and assemble additional pertinent documentation for Davis-Bacon Determinations.
  • Perform work package reviews and facilitate the resolution of work package issues and concerns identified during work planning and review process.
  • Ensure a high level of quality in work packages and job plans.
  • Identify potential safety, security, quality, or performance issues in performing the work scope and bring to the attention of the appropriate SME/manager.
  • Provide, report, forecast, and maintain status updates for assigned work packages to planning supervisor (i.e., Performance Reporting).
  • Perform work planning according to the institutional work planning process(es).
  • Champion, participate and implement institutional work planning process improvements.
  • Attend and participate in functional organization meetings as identified.
  • Attend all identified departmental and all-hands meetings.
  • Capture and share lessons learned and best practices.
  • Mentor, train, and support other planners.
  • Perform other duties as assigned by the supervisor/management.

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in related field and at least 8 years of professional level experience or equivalent training and experience.
  • Must have planning and work control experience.
  • Proficient knowledge of WP&C and Scheduling.
  • Project management experience highly desired.
  • Experience integrating with construction/maintenance project managers and project teams highly desired.
  • Ability to cope with conflicting priorities, frequent interruptions, and multiple tasks during high stress operations.
  • Possess leadership skills, and the ability to build and maintain relationships.
  • Must have good written and oral communications skills and be comfortable communicating with all levels of MSTS leadership.
  • Must possess interpersonal and emotional intelligence skills to work effectively with various stakeholders in a professional manner.
  • Experience in planning for maintenance/construction projects, multi-craft work force, experimental operations, performing material procurements, and/or post work testing.
  • Experience soliciting information from SMEs for use in planning and estimating work.
  • Experience teaching and mentoring other planners.
  • Experience with government CMMS software is required.
  • Experience with Maximo software is preferred. 
  • Experience working at a DOE test site or laboratory is required.
  • Ability to use computer, printers, copiers, scanners, telephones, fax machines, calculators, and other general office equipment.
  • High level knowledge/experience with Microsoft Word, Teams, Outlook, Adobe, and Excel highly desired
  • Ability to follow oral and written instruction and follow through on all assignments.
  • Ability to apply knowledge of a broad range of specialized functions and assist in coordinating activities with those of other work groups.
  • Ability to demonstrate creativity in how work is performed and in addressing work processes.
  • Ability to plan/organize work to completion in an efficient manner, meeting required deadlines.
  • Ability to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.
  • Knowledge of basic math, grammar, spelling, and punctuation.
  • Primary work location is at Mercury of the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) to support specific duties.
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must have a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $97,451.09 - $148,612.91.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
