Job Summary


The County of San Diego has current openings for Principal Data and Research Analyst - Data Modeler to manage a large enterprise data platform.


These positions may offer a mix of in office and teleworking after an initial training period. Interviews will take place in January 2024 and job offers for selected candidates will be made after interviews are complete. Additional dates may be added if needed. 

 

Principal Data and Research Analysts assist higher level management by leading rigorous data analysis and Research to inform decisions related to policies, resource allocations, and operations. Incumbents are privy to highly confidential and sensitive information regarding decision-making processes on operational issues, as well as from individuals who have encounters with County departments in various sectors, including but not limited to criminal justice, medical, environmental, and social services data.

 

Principal Data and Research Analysts report to unclassified or executive managers. They are responsible for overseeing a portfolio of projects, which could include an organization’s entire data analysis function. They also provide advice to the organization’s leadership on strategic decisions for data analysis functions, and they serve as liaisons with other County departments and external organizations to establish, maintain, and strengthen strategic partnerships. They have significant training and experience in advanced data analysis methods and can manage individual data analysis projects. 

 

This recruitment has an emphasize on data management (Data Modeling). These positions will collaborate with the organization’s information technology function to define requirements for the Data and analysis infrastructure that will support analytics teams. This will include developing in-depth knowledge of and making recommendations for improvement to the data models used by the organization, including data in its administrative systems and from other sources. These positions will also oversee compliance with expectations regarding legal and ethical use of data, as well as with the organization’s data sharing agreements, memoranda of understanding, etc.

 IDEAL CANDIDATE
  

The ideal candidate will have extensive experience in managing a large data platform and be skilled in the mechanics of managing Data and modelling data. The ideal candidate will be able to provide oversight and direction to teams throughout the lifecycle of data analysis projects. In addition, they will meet the expectations of leading engagements and collaborations within and outside the organization, managing contracts, and overseeing the proper application of statistical and analytical tools across multiple teams and projects. 


SELECTION INTERVIEW DATES
 
  • Job Offer and Background Process begins in January 2024
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results. Note: Current County employees may be excluded from additional background screening.  
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

MINIMUM QUALIFICATIONS
 

  1. A bachelor’s degree from an accredited U.S. college or university or a certified foreign studies equivalency; AND, five (5) years of full-time professional level experience performing data analysis and Research activities to support program, policy, and/or operational decision-making with at least one (1) year managing projects. OR,
  2. Nine (9) years of full-time professional level experience performing data analysis and Research activities to support program, policy, and/or operational decision-making with at least one (1) year managing projects.

Notes: A doctoral degree from an accredited U.S. college or university, or a certified foreign studies equivalency may substitute for two (2) years of the required experience or a master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency may substitute for one (1) year of the required experience. Additional years of experience as described above may be substituted for the education requirement on a year-for-year basis. 


CONDITION OF EMPLOYMENT
 

As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.
