The City of Oakland is recruiting for a Principal Civil Engineer in the Construction Management Division within the Public Works Department (OPW). This is the best time to join our team! The Public Works Department is filling positions vacated due to internal transfer. We are under stable leadership and in the early stages of transforming our hiring process. The Construction Management Division manages the construction of all City of Oakland major capital improvement projects including building and facilities, parks and open spaces, sanitary sewer projects, storm drain projects, waterways and watershed projects, transportation projects, asphalt paving, curb ramp and sidewalk reconstruction, ADA path construction, bike lane construction, safe route improvement projects, etc. These construction projects are authorized, programed, and funded through the Capital Improvement Program. OPW manages construction progress, payment for construction and/or professional services contracts to ensure compliance of prompt payment and contract compliance policies and oversees staffing and all functions in construction management.

Experienced and Skilled in Public Works Construction Management: You possess considerable knowledge of public works construction management best practices, regulatory and technological trends, change order negotiation and claims mitigation, and conflict resolutions. You should also have the ability to manage complex and highly technical construction projects including vertical construction and horizontal construction projects, facilities, parks, and transportation projects to meet project plans and specification and contracts requirements.
What you will typically be responsible for:
  • Managing construction projects including Public Works and Department of Transportation projects ensuring projects meet project scope, schedule and budget as approved by Council
  • Overseeing and managing the construction management team consists consisting of licensed engineers, entry-level engineers, inspectors, consultants, and testing lab services to deliver multimillion construction projects.
  • Overseeing and managing day to day construction management activities including issuance of Notice to Proceed, and review reviewing and approving invoices, review and approve Request for Information (RFI), Submittals, correspondence, notice of potential claim, claim package, change order request requests and approval.
  • Updating, maintaining, and enforcing City Construction Management Manual and Standard Details.
  • Supporting and assisting Assistant Director in overall Bureau operation and program delivery.
  • Mitigating and resolving contractors claims and change order request.
  • Ensuring projects are constructed meeting City plans and specification and quality standards.

Minimum Requirements for Application
The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification.
Any combination of experience and education that demonstrates possession of the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
A Bachelor's degree from an accredited college or university in Civil Engineering or a closely related field.
Experience:
Three years of progressively responsible experience in design and construction management of Civil Engineering projects, drafting of ordinances and resolutions, and contract and budget administration, including at least one year of supervisory experience.
Desirable Qualifications:
  • Bachelor's degree in Civil Engineering or construction engineering and management
  • 7 years of full time supervisory experience as a manager with at least five years of experience at the level of principal, group manager, or at a higher-level position within public works agencies
  • Valid California Driver's License throughout the tenure of employment.
  • Valid certificate of registration as a Civil Engineer or an Architecture license in the State of California
