Job Description

The Power Plant Technical Specialist provides technical work in troubleshooting, planning, training, procurement in support of Power Plant Maintenance and Operation to maintain and improve plant performance and reliability. This position applies extensive technical expertise, and has full knowledge of other related disciplines. This individual performs as an operations and maintenance staff advisor and consultant for technical specialties and projects. A significant portion of the work day is expected to be in the field, demonstrating hands-on experience, capability of applying engineering principles in a practical manner to the field, and excellent communication between craft and management personnel. Work is performed without appreciable direction and considerable latitude is exercised in determining technical objectives of assignment.

EXAMPLES OF DUTIES AND RESPONSIBILITIES (Illustrative only):

  • Supports the development of technical documentation (including but not limited to, test plans, calculations, reports, procedures, schedules, work order closure summaries, etc.);
  • Exercises considerable latitude in determining ongoing technical support for project activities within areas such as Operations, Maintenance, Testing/diagnostics and Regulatory.
  • Provides field engineering oversight and direction for activities such as major maintenance and operation evolutions, boiler and turbine outages, commissioning, etc.;
  • Interacts with senior external personnel on significant technical matters often requiring coordination with internal and external organizations;
  • Takes on individual responsibility for continuous self-development of technical skills and competencies;
  • Assists/leads boiler and turbine outage planning, major evolution planning and execution, procedures and training development;
  • Provides backup support to management personnel as needed.
  • Performs system monitoring and tuning to improve efficiency and other plant performance parameters and positively affect availability and/or reliability.
  • Provides advanced technical support for equipment monitoring and data collection.
  • Attends and conduct training in designated high-level power industry technical areas:
  • Provides technical assistance to Maintenance and Operations for complex troubleshooting of equipment and system issues;
  • Provides day to day support in planning and prioritizing corrective and preventative maintenance backlogs, adequately documenting for equipment history;
  • Participates in on-call duties; and
  • Other related work as requested by supervisor.

REQUIRED EDUCATION, TRAINING AND EXPERIENCE:

  • Bachelor’s degree in Engineering from ABET accredited curriculum (Mechanical, Electrical, Manufacturing, Industrial, or similar);
  • Possession of a Wisconsin Professional Engineer License is preferred but not required.
  • High level of technical knowledge, judgment and capability in engineering discipline, interacting with the Engineering Department as needed;
  • Superior communicator with technical and managerial personnel within and external to the Utility.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Associate Level Entry level knowledge of the principles and practices of engineering as applied to the maintenance and operation of a power production utility or related industry. The Associate Level Power Plant Technical Specialist will receive assistance with duties and responsibilities as necessary;

  • Ability to perform engineering computation and to make comprehensive recommendations for the solution of problems;
  • Ability to plan, lay-out and direct work;
  • Ability to maintain effective work relationships with others;
  • Ability to use technically advanced monitoring equipment such as vibration and thermography data collection units, and ability evaluate data;
  • Skill in the use of engineering instruments and equipment;
  • Ability to express oneself clearly and concisely, orally and in writing;
  • Fundamental knowledge of Microsoft Windows and Microsoft Office software including storing and retrieving electronic files, and ability to work with a variety of electronic reporting programs.

Mid-level In addition to requirements of Associate-Level, Mid-Level Plant Technical Specialist requires 5+ years of experience in direct power plant or related industry experience with hands on practical experience needed to understand the plant processes equipment. Knowledge of codes and standards and ability to apply. The Mid-Level Power Plant Technical Specialist has ability to work independently.

Senior Level In addition to requirements of Mid-Level, the Senior Level Power Plant Technical Specialist will have 10+ years of experience in direct power plant or related industry experience and have the ability to exercise considerable professional engineering judgment to evaluate complex technical and strategic operating issues and recommend optimum solutions.

OTHER REQUIREMENTS:

  • Ability to perform demanding physical tasks at times such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces and lifting or carrying moderately heavy (up to 50 lb.) items;
  • Ability to don respiratory equipment as necessary for work in areas determined to have the need for respiratory protection;
  • Exposure to adverse environmental conditions;
  • Color, sound, odor, depth, hearing and visual perception and discrimination;
  • Good oral communication ability;
  • Possession of a valid driver’s license and a good driving record;
  • May be required to use personal vehicle for use on the job;
  • Required to be available for call-in, as well as performing on-call duty;
  • Residency requirement as outlined in the MPU Employee Policy Manual.
