Job Description:
SUMMARY
This is highly skilled journey level technical, electrical, electronic and mechanical work installing, calibrating, and maintaining Power Plant electrical, electronic, digital, pneumatic, hydraulic and computer controlled instrumentation/controls equipment and systems.
Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its advanced technical skills and requirement to train and instruct personnel.

ESSENTIAL JOB FUNCTIONS
Installs, calibrates, adjusts troubleshoots and repairs various types of Power Plant electrical, electronic, computer controls, digital, instruments and controls including, but not limited to: combustion, steam generation, water systems controls, combined cycle Power Plants, gas turbine Power Plants, coal handling systems, burner management systems, water treatment and processing systems, and environmental monitoring and control equipment.
Installs, inspects, troubleshoots and repairs Power Plant instruments and electrical equipment including, but not limited to: AC and DC motors, generators and exciters, high and low voltage switchgear circuit breakers, relays and motor protective devices, transformers, switchboards, storage batteries, rectifiers, motor generator sets, voltage regulators, maintenance shop equipment, laboratory test equipment, plant public address and telephone systems, plant HVAC controls, alarm and electrical control systems, and fiber optic cable.
Maintains in proper working order all regular and emergency electrical power, lighting, and control equipment. Examines, cleans, and tests electrical equipment and wiring in accordance with plant preventive maintenance schedule.
Maintains and repairs outside equipment including, but not limited to: yard lighting systems, cooling towers, fuel handling and water process treatment equipment, switchgear, power transformers, combustion turbine electrical equipment, controls, and generators.
Works with and programs complex computer control systems including, but not limited to: Programmable logic controllers (PLCs), Distributive Controls Systems (DCS's) and Variable Frequency Drives (VFDs). Works with computer networking.
Uses test equipment including, but not limited to: voltmeters, ohmmeters, ammeters, phase indicators, meggers, and oscilloscopes.
Installs, troubleshoots and maintains equipment working from blueprints, sketches and manufacturer's instructions.
Works safely on assigned systems and equipment with voltages up to and including 13,800V.
Assists in planning and scheduling maintenance and prepares detailed records and reports in a timely manner.
Complies with information provided on Material Safety Data Sheets for all products. Handles and stores items properly.
Attends training courses to learn electrical, electronic, instrumentation and controls operation and maintenance requirements of Power Plant facilities and related support equipment.
Completes established training objectives for craft area assigned to journey level.
Provides training and instruction to subordinate personnel and advises an assigned supervisor of level of job knowledge, skills, and abilities of personnel in training.
Responds under emergency conditions.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Assists with cleaning of plant facilities and equipment and general housekeeping.
May be required to transport, mix, handle or use hazardous materials (other than cans of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current, fluids or gas that could endanger the public or other employees.
May be required to train and perform duties in emergency egress, accidental spill incidents and other safety-related emergencies. Training may include attending HAZWOPER and emergency egress training.
May act in absence of supervisor.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma; and completion of all requirements as established in the progression-through-training program(s) for Power Plant Instrumentation Controls and Electrical (ICE) Technician Apprentice, or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.
Must meet minimum Craft and Safety Training established for designated apprenticeship program within the guidelines established in the progression-through-training program.
CERTIFICATIONS OR LICENSES
Licenses
Valid State of Florida driver license.
Certifications
None.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of principles and practices pertaining to the installation and maintenance of various types of Power Plant electrical, electronic, and/or instrumentation and controls systems and equipment.
Knowledge of steam turbine units, combustion turbine units and combined cycle units.
Thorough knowledge of occupational hazards, safety rules, regulations and precautions.
Skill in installation, maintenance, and repair of Power Plant instruments.
Considerable knowledge of electrical, instruments and controls theory.
Considerable knowledge of computer software and operating systems including, but not limited to: DOS, UNIX, VMS, Windows, MS Office (Excel, Word, Access, and Outlook) and other software used in the plant environment.
Knowledge of computer networking and of Programmable Logic Controllers (PLCs), Distributive Controls Systems (DCSs), and Variable Frequency Drives (VFDs).
Skill in use and care of tools and equipment used in installation and adjustment of instruments and electrical systems and equipment.
Ability to inspect and analyze instruments to detect flaws or defects in their operation and make necessary corrective calculations.
Skill in hands-on operation with work-related equipment.
Ability to understand and work from logic diagrams, schematic diagrams, blueprints, electrical diagrams and sketches; and to read, comprehend, and implement related work from technical bulletins, manufacturers' maintenance/repair instructions, and information relating to Power Plant Instrumentation and controls.
Ability to keep records and prepare reports.
Ability to read, understand, and comply with Material Safety Data Sheet.
Ability to communicate effectively, both orally and in writing.
Ability to guide and train subordinate personnel in performance of their duties.
Ability to work effectively with coworkers and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Work requires normal color vision to distinguish the color and severity of many control and safety devices.
Work requires the use of personal protection equipment including hearing protection, eye protection, foot protection, hand protection, head protection and use of respiratory protection including self-contained breathing units. This position requires the ability to use respiratory protection equipment in compliance with Occupational Safety and Health Administration (OSHA) regulations.
Works at heights of over 100 feet on open grating or from aerial devices required, including the ability to climb and descend stairs and ladders.
Work requires physical strength and agility sufficient to safely perform all essential job functions including the ability to lift, carry, push, or pull 50 pounds without assistance and to stand, kneel and stoop.
Must communicate orally, see physical surroundings, listen, hear others, respond to oral commands and demonstrate good communication skills.
WORK ENVIRONMENT
Work safely with hazardous chemicals and systems using hazardous chemicals, including, but not limited to: acids, caustics, water treatment and maintenance chemicals.
Work may require exposure to prolonged high noise levels requiring the use of personal protective equipment.
Work may require performance of tasks outdoors under varying climatic conditions.
Work may require performance of tasks in extreme heat as well as entering and maneuvering within confined areas requiring the use of special equipment.
Observes and adheres to proper lockout/tagout of plant equipment and systems in accordance with clearance procedures, policies, and practices.
