Summary

The mission of the University of Michigan Office of Research and Sponsored Projects (ORSP) is to safeguard and advance U-M's research enterprise by providing effective and efficient pre-award and non-financial post-award services for the compliant administration of externally sponsored grants, contracts, agreements. In support of this mission, our team is constantly striving to foster new research, build partnerships, and provide support to our researchers in order to realize our vision of research that serves the world.

ORSP has numerous functional and operational teams focused on best in class, compliant service and support of the University's research portfolio. The ORSP teams all provide critical support to position our researchers for success. In addition, ORSP is led by a strong leadership team supporting the Assistant Vice President for Research - Sponsored Projects. ORSP is seeking a well-informed and self-motivated Policy and Planning Analyst to review, analyze, develop and update industry-relevant policies and practices to ensure that implemented policies are effective and contribute to organizational goals and initiatives supporting or impacting university sponsored research and research administration. The Policy and Planning Analyst provides timely information, data analyses, and policy reports to inform strategic planning, decision-making, and resource allocation for a unit.

Responsibilities*

Reporting to the Assistant Vice President for Research, the Policy and Planning Analyst:

Undertakes research and analysis on applicable trends and policies in order to facilitate the support of policy review and development by leadership and internal/external stakeholders and partners.

Actively participates in policy consultation for department and organizational implementation by participating in relevant forums, conferences, and training courses.

Provides support for training and capacity building for department staff, other stakeholders and partners related to policy implementation and impact upon operations.

Produces periodic updates and briefs on policy development related efforts to be used by stakeholders, ORSP, OVPR and the University of Michigan research administration community.

Participates in and supports the development of policy tools and plans that facilitate achievement of unit and organizational objectives.

Supports the preparation of strategic planning documents based on research findings specific to regulations and policy.

Follows Federal and State Policy and regulatory activities and provides related analysis, comments, and background relative to the U-M research administration perspective.

Works with the project manager and operational teams to prepare detailed work plans, schedule and budget for the regulatory and policy component of projects;

Coordinates strategy and policy development, clarification and dissemination of policy reviews and reports;

Contributes to knowledge networks and communities of practice through identification of best practices and lessons learned.

Required Qualifications*

Bachelor's Degree in political science, public affairs, international affairs, public administration, public policy or other related discipline.

Prior experience in government or institution of higher education.

Experience and understanding of impact relative to interpretation, analysis and development of regulations and policies.

Demonstrated ability to read, understand and articulate complex subject matter and terms (e.g., regulations, policies) for diverse audiences.

Strong technical and professional writing and presentation skills.
