Description Summary
Upon successful completion of the Basic Police Academy, salary will increase to the range of $5,466 to $6,645 monthly.
After July 1st, 2024, upon successful completion of the Basic Police Academy, salary will increase to the range of $5,746 to $6,984 monthly.
DEFINITION
To attend and successfully complete a POST approved Basic Police Academy or POST 136-hour Recertification Course. May assist department personnel in a variety of field and office law enforcement activities as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from assigned higher level sworn Staff.

  • Attend all scheduled classes and activities in conjunction with Police Officer Standards and Training (POST) approved Basic Police Academy or Requalification Course.
  • Prepare reports and complete work assignments required by the Basic Police Academy, Recertification Course, and the Department.
  • May assist department personnel in a variety of law enforcement activities.

Knowledge, Skills & Abilities
Knowledge of:
  • Basic law enforcement terminology and concepts.
Ability to:
  • Successfully complete a POST approved Basic Police Academy.
  • Successfully complete the Police Department Field Training Officer (FTO) program.
  • Understand and follow written and oral instruction.
  • Meet the physical requirements of the job.

Requirements
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Equivalent to the completion of the twelfth (12th) grade supplemented with some education in police science.
  • Some voluntary experience working with a law enforcement agency would be highly desirable.

License:
  • Possession of, or ability to obtain, an appropriate, valid California driver's license.
  • A Tscore of 48 or higher on the POST Entry-Level Law Enforcement Test Battery (PELLETB). A letter containing this passing Tscore must be attached to your application.

College of the Redwoods offers the PELLETB test once every five (5) weeks on Saturdays at 9:00am. The next testing date is April 6th, please contact College of the Redwoods for more information and to register at 707-476-4334.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; maintain P.O.S.T. physical standards, including mobility and physical strength and stamina to respond to emergency situations and apprehend suspects; vision to maintain firearms qualification and to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone or radio. The job involves fieldwork requiring frequent walking on uneven terrain, climbing and descending structures to access crime scene and to identify problems or hazards. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate police services equipment. Positions in this classification frequently bend, stoop, kneel, reach and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects necessary to perform job functions.
ENVIRONMENTAL ELEMENTS
Employees work indoors and outdoors, and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
Must be willing to work extended shifts or be called back in emergency situations and work with exposure to difficult circumstances, including exposure to dangerous situations.
THE SELECTION PROCESS

EXTENDED TESTING PROCESS
COMPLETE BACKGROUND INVESTIGATION: Applicants will undergo a thorough investigation of their personal history, including drug and alcohol use, thefts, etc. All applicants must meet background investigation standards. Examples of disqualifying items include use or sale of illegal drugs/narcotics within the past 1 to 3 years, depending on substance type. If you would like to discuss a particular personal issue prior to testing, please contact the Eureka Police Department at (707) 441-4095, and they will provide you with general department parameters.
POLYGRAPH TEST: This is the "lie detector" test. By monitoring your physiological response to questions given, the polygraph test determines the truthfulness of your responses.
DEPARTMENT INTERVIEW: In this phase of the testing process, you will be interviewed by the Police Chief.
AFTER AN OFFER OF EMPLOYMENT IS MADE:
PSYCHOLOGICAL EVALUATION/PHYSICAL EXAMINATION/DRUG SCREENING: You will undergo these pre-employment procedures. Actual employment is contingent upon the results of these examinations. If you are successful in all testing phases, and are accepted for employment, you will receive approximately four months of training. You will also serve a one-year probationary period, during which you may be terminated without right of appeal.
The background process can be lengthy and may take several months to complete. Out of town candidates who are invited to begin the background process must be prepared to make at least two (2) trips to Eureka, CA for screening procedures and other requirements.

CalPERS Retirement - The Public Employees' Pension Reform Act (PEPRA) also known as Assembly Bill (AB) 340 was passed and went into effect on 01/01/2013.
  • CLASSIC MEMBERS (3% at 50)
    Employees hired before 01/01/2013 by a CalPERS agency and who have less than a 6 month break in service, are considered "classic members" with all classic member benefits and restrictions.
    Employee portion: 9% plus an addition 3% of the employer's portion per MOU agreement.
  • PEPRA MEMBERS (2.7% at 57)
    Employees hired by a CalPERS agency after 01/01/2013, are considered PEPRA members with the new AB 340 benefit formulas, final compensation and contribution requirements.
    Employee portion: 14.50% plus an additional 3% of the employer's contribution per MOU agreement.
SOCIAL SECURITY - The employee contribution is included in salary and paid by the employee. The City does not participate in Social Security except for the 1.45% required Medicare contribution; therefore, earnings from this job are not covered under Social Security. When you retire you may receive a pension based on earnings from this job. If you do, your pension may affect the amount of Social Security benefits you may receive. For more information go to
MEDICAL
Medical coverage for employees and eligible dependents is provided through a self-funded Anthem Blue Cross plan administered through HealthComp. The City offers two (2) low deductible plans and one (1) high deductible plan to choose from. The high deductible plan includes a Health Savings Account (H.S.A.) which the City will contribute the applicable deductible as negotiated through the MOU. The City will contribute 80% of the health insurance premium; the remaining 20% is paid by the employee. Dental and Vision coverage is paid by the City. Note: There are specific requirements for continuing health insurance as a retiree.
VACATION
Vacation is accumulated at 1 day per month upon employment and increases with time in service. The maximum accrual is 35 days. Vacation buyback is available in increments of 40 hours at a time.
SICK LEAVE
Sick Leave is accrued at 1 day per month with no limit. Six days of Family Sick Leave are allowed per year and 3 of these days are deducted from the employee's accrued Sick Leave. An employee may be allowed Family Death Leave up to 5 days per incident. This is not accruable.
HOLIDAYS
The City pays for 12 fixed holidays per year in addition to 3 floating holidays.
LONGEVITY PAY
Five (5) years = 1%, Ten (10) years = 2%, Fifteen (15) years = 3% of base salary.
LIFE INSURANCE
The City pays the premium on a $20,000 life insurance policy for the employee, including eligible dependent coverage at $1,000 each.
BEREAVEMENT LEAVE
All regular employees may utilize paid bereavement leave to attend a funeral or memorial service, or to take care of family matters that are related to the death of a member of immediate family. Employees are entitled to up to forty (40) hours for each death in the immediate family.
ADDITIONAL BENEFITS
Other benefits include optional participation in deferred compensation plans, City-paid membership in an Employee Assistance Program (EAP) for the employee and eligible dependents, free membership at the Adorni Recreation Center for employee, spouse and dependent children, an educational reimbursement program, free enrollment at Little Saplings Preschool for children of City employees, 50% off fees for after school programs for children of City employees and free Sequoia Park Zoo membership for the entire family.
