DESCRIPTION OF WORK
THE CITY
Rocky Mount, situated at the Falls of the Tar River, takes pride in its role as a prominent hub for culture, economics, and education in Eastern North Carolina. This city, home to over 60,000 residents, straddles two counties, Nash and Edgecombe, and hosts institutions like NC Wesleyan College, Nash, and Edgecombe Community Colleges. Among its attractive features are picturesque parks and greenways, with the Imperial Center for the Arts and Sciences as a standout gem, lovingly transformed from a disused Atlantic Coast Line Railroad water tank and pump house.
Rocky Mount enjoys excellent transportation connectivity, with three major highways serving the area: I-95 to the west, US 64 (Future 87) as the primary east-west route, and US 301 (Wesleyan Boulevard) as the main north-south artery. The city boasts convenient access to Raleigh, just 55 miles away, and the Research Triangle. Additionally, it's a two-hour drive from the beautiful North Carolina coast in Wilmington. With its proximity to major highways and Raleigh-Durham International Airport, Rocky Mount is an ideal location for residence and business alike. POLICE DEPARTMENT
The Rocky Mount Police Department (RMPD) stands as a modern and forward-thinking law enforcement agency deeply rooted in best practices. Our exceptional police organization is equipped with cutting-edge technology and training, and it continually delivers top-tier services to its citizens thanks to robust community support.
RMPD is renowned for its emphasis on building relationships, offering innovative programs, and engaging with the community. The cornerstone of policing in Rocky Mount lies in the development and maintenance of community partnerships.
The adopted Police Department 23/24 budget is approximately $21.5 million through which it employs 175 sworn officers and 58 professional staff members. The RMPD has long been a beacon of innovation and policing excellence and there is a very strong desire internally and externally to see that level of excellence continue along its upward trajectory.
The department has five divisions: Administration, Patrol, Investigations, Support Services, and Special Operations with two divisions operating under a Bureau under the supervision of a Deputy Chief. The Operations Bureau consists of patrol and investigations divisions, while the Support Services Bureau consists of the support services and special operations divisions. The fifth division is administrative, which contains the Office of the Chief of Police, professional standards, training, technology, code enforcement, and recruitment and retention units.
JOB REQUIREMENTS
CANDIDATE PROFILE
The ideal candidate for the Deputy Police Chief role should be an experienced police executive with a strong command of organizational operations, encompassing patrol operations, support services, special operations, investigations, personnel management, and strategic planning. This candidate must have a track record of proposing policies and implementing practices to achieve organizational objectives, with a demonstrated ability to attract, develop, motivate, and retain employees.
Proficiency in public engagement is also a vital requirement. The next Deputy Police Chief should excel in forging partnerships and effectively navigating a public agency environment with an array of governmental policies and procedures. This role calls for an enthusiastic, collaborative, results-driven leader with exceptional communication, interpersonal skills, and consensus-building abilities.
The ideal candidate should hold a master's degree in public administration or a related field and have ten (10) years of progressively responsible professional experience, including significant management and supervisory roles at the division or equivalent level. This candidate should have a proven track record of actively implementing the principles and philosophy of Community-Oriented Policing (COP) throughout the department and all positions to effectively address the multifaceted causes of crime. Furthermore, this candidate should be able to demonstrate a commitment to maintaining high levels of accountability by skillfully balancing law enforcement strategies with collaborative community engagement. This candidate should also be able to exhibit a proactive approach in establishing and nurturing innovative partnerships to address community issues effectively.
This position will also serve as the Acting Chief of Police in the Chief's absence and may act as the Incident Commander during major events.
MINIMUM QUALIFICATIONS
QUALIFICATIONS
  • Bachelor's degree in police science, criminal justice, sociology, psychology, public administration, or related field. Master's degree preferred.
  • At least 10 years of law enforcement experience and 5 years of progressively responsible supervisory and leadership experience in a command level position in a similar sized agency or larger.
  • Professional training such as the FBI National Academy, Southern Police Institute, Administrative Office Management Program or a similarly long management school or course is preferred.

An equivalent combination of training and experience will be considered to meet the minimum qualifications.
