Summary
Serves as Transmitter/Facilities Plant Supervisor at one of the transmitting stations identified in the list of duty stations, which is organizationally located under United States Agency for Global Media (USAGM), Office of Technology, Services and Innovation (TSI), Engineering and Transmission Directorate, Operations and Stations Division (T/EOS). It is part of the USAGM's global broadcasting network, transmitting Agency programs from the United States to listeners in specific target areas.

Duties
This position requires a 6 to 12-month on-the-job training assignment in Greenville, NC.
Upon completion of training, duties include, but are not limited to:

Incumbent is responsible for providing technical guidance and supervision in all facets of the operation and maintenance of shortwave, medium wave and FM transmitters (as applicable), satellite earth station uplink/downlink equipment, prime power (as applicable) and standby power generating plants, station utilities, site structures and infrastructures, vehicle fleet, and antennas/RF transmission systems. Directly supervises American Field Engineers (when assigned), Locally Employed Staff (LES), and oversees the performance of local buildings and grounds (B&G) maintenance services contract personnel.
- Responsible for the operation, maintenance and administration of a radio transmitting facility. Directs and coordinates the activities of a staff composed of locally employed personnel, supervisors and technicians. Develops duty schedules for maximum utilization of manpower.
- Adheres to an effective preventive maintenance program to ensure maximum plant operating efficiency. Reviews and analyzes all operational and maintenance records to ensure a high level of performance from plant facilities.
- Responsible for the operation and maintenance (both preventive and corrective) of various station utility systems. These may include power, water, sewer, drainage, cooling, lighting and telephone. When applicable, ensures that all power plant equipment is operated in accordance with demand of transmission schedules and in compliance with all applicable program and operating procedures, manufacturer's instructions, and international standards.
- Makes effective use of Maintenance & Repair (M&R) Projects to maintain the facilities and broadcast systems.
- Ensures that coherent plans, schedules and procedures are in place for implementation of the projects, and that deliverables are integrated into station operations with a minimum of disruption.
- When assigned, supervises and executes administrative aspects of plant operations, including development and preparation of budget estimates and financial plans, preparation of requisitions for U.S. and international procurements, preparation of operational and administrative reports, plans and correspondence, and maintenance of accurate property management records and plant inventory.
- Is required to obtain an Overseas Contracting Officer Warrant, as well as Contracting Officer Representative (COR) Certification.
- Performs ongoing study and analysis of program plans, staffing, operational/maintenance reports, program schedules, technical data and anticipated M&R projects to ensure that material, logistics programs, and administrative procedures are in place for uninterrupted long-term operation.
- Performs as site safety officer, fire marshal, security officer, and/or communications officer when assigned. If assigned, the incumbent is responsible for the development, maintenance and execution of a comprehensive program, as directed by the station manager.
- Responsible for the operation, maintenance and dispatch of a large mixed vehicle fleet (as applicable, since driver services, including provision of vehicles, are sometimes contracted out). Vehicle sizes range from small sedans to large trucks. B&G equipment ranges from small riding lawn mowers to large farm tractors, and various pieces of construction equipment such as cement mixers, welders, forklifts, firefighting trucks, personnel lift vehicles, etc.
- Advises the station manager in all matters relative to plant operation and radio broadcasting technical matters. In the absence of supervision, may be appointed acting deputy or station manager.

  • You must be a U.S Citizen or U.S. National.
  • This is a national security position. If selected, this position requires the completion of the SF-86. Must be able to obtain and maintain a Top Secret clearance.

  • All Foreign Service Specialists must be willing to serve in different locations based on the needs of the service. Initial assignment and training is in Greenville, NC.
  • Future assignments can be to any of the following Transmitting Station locations: Kuwait, Thailand, the Philippines, Botswana, Sao Tome, Greenville, NC, Germany, the Commonwealth of the Northern Mariana Islands, and Washington DC.
  • Foreign Service Specialists MUST transfer to an overseas assignment within 12 months of onboarding.

  • The minimum age for appointment as a career candidate is 21. Except for preference eligible candidates, all career candidate appointments must be made before the candidate's 60th birthday.

Qualifications
To qualify for the FP-3 level, you will need to meet the specialized experience requirements as described below, and which can be acquired in a radio station or facility supporting radio systems, telecommunications or other sensitive electronic equipment (for example, shipboard facilities, air traffic control, communications centers, hospitals, etc.). Your experience may include working with high voltage electrical power supply systems, generators, air conditioning systems, or facilities support for radio, telecommunications or otherwise sensitive electronics equipment.
Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
Your experience MUST meet all of the following conditions:
At least five years' experience working on the operations and maintenance of transmitter, antenna and/or telecommunication systems (program delivery, telecom, terrestrial feed, satellite feeds, related data communication) sufficient to demonstrate proficiency in these types of systems and responsibility for instructing others in operations, maintenance, and safety practices. At least two of the five years MUST be at the supervisory level.
OR
At least five years' experience working on the operations and maintenance of facilities systems (diesel generators, high voltage delivery, electrical, HVAC, lighting) sufficient to demonstrate proficiency in these types of systems and responsibility for instructing others in facilities maintenance and safety practices. At least two of the five years MUST be at a supervisory level.
AND MUST demonstrate the ability to:
2. Develop, maintain and execute a comprehensive safety program, sufficient to instruct colleagues and maintain a high safety work environment.
3. Implement and execute projects to maintain facilities and broadcast systems.
4. Report orally and in writing on plant operations, including on items, which impact the budget.

6. Oversee the development, implementation and revision of Standard Operating Procedures (SOPs) and Standard Maintenance Procedures (SMPs) pertaining to broadcast, telecommunications and facilities related systems.

Education
While there is no education requirement for this series, combinations of education, training and experience will be considered toward qualification.
Combining Experience and Education: Equivalent combinations of successfully completed post-high school education and experience can also be qualifying. If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position
