The Labor Management and Employee Relations Branch represents the Agency in its dealings with organizations representing the exclusively recognized bargaining representatives for all labor unions within the Marketing and Regulatory Programs organization. If selected, you will service as Branch Chief, leading a team of specialists responsible for delivery of the full range of labor and employee relations services to the Marketing and Regulatory Program agencies.Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Planning and coordinating the Agency's mission activities involving the national labor-management relations program.
- Providing authoritative technical counsel, guidance, interpretation, and advisory assistance to Labor Management Employee Relations Branch, Agency Programs, and Union officials on the application and requirements of the laws, regulations, policies, and procedures relating to Labor Management and Employee Relations activities.
- Provide advisory services on issues pertaining to the potential impact of negotiations and third-party decisions concerning management rights.
- Representing an organization before third-party hearings, such as: unfair labor practice charges; negotiated grievance arbitrations; and / or negotiability or impasse appeals.
- Communicating orally and in writing to include, but not limited to, interpreting complex legal decisions and communicating them in plain language to both the staff and Agency management, and the ability to produce legally defensible documents.
