Job Description / Essential Elements:
Under general direction, prepare short and long-range projections for District housing needs; conduct statistical research related to facilities planning; prepare and monitor applications for school housing funding; serve as contact between District and appropriate state , school and local agencies; coordinate the development fee program; prepare documents for and monitor site acquisitions; facilitate educational programming and design of facilities projects; coordinate and monitor architectural and/or engineering design development of facilities; maintain geographic information system for planning purposes; prepare reports, projections and analyses of demographic, statistical and building trends; research census and permit data; develop reports on projected new housing units according to attendance and other related data; develop and prepare enrollment data from existing and proposed new development; prepare applications for project funding; help identify facility funding sources; conduct presentations to the Board of Education and the public.
Requirements / Qualifications
BASIC FUNCTION:
Under general direction, prepare short and long-range projections for District housing needs; conduct statistical research related to facilities planning; prepare and monitor applications for school housing funding; serve as contact between District and appropriate State school and local agencies; coordinate the development fee program; prepare documents for and monitor site acquisitions; facilitate educational programming and design of facilities projects. KNOWLEDGE OF: Federal, State and local school facility and land use planning laws, rules and regulations. Research procedures, projection methods for births, population, housing and enrollment trends. Statistical research methods related to the collection, analysis and presentation of data and new enrollments. Education Code, Government Codes and Public Contract Code Sections pertaining to school facilities, property, financing and development fees. Data processing techniques, capabilities and applications. Programs and sources for school construction and other applicable laws and revenue sources. Planning principles and practices. Operation of computers and related software. Uniform Building Code. Health and safety regulations. ABILITY TO: Make independent decisions regarding planning issues. Develop and implement short and long-range projections and programs for District housing needs. Conduct statistical research related to facilities planning. Analyze situations and data accurately. Interpret City and County planning and zoning information. Interpret legislation, statutes, and rules and regulations. Write and speak effectively. Understand and interpret legal property descriptions, topographical drawings, maps and field notes. Establish and maintain cooperative and effective working relationships with others. Work effectively with the public and other agencies.
EDUCATION AND EXPERIENCE:
Any combination equivalent to bachelor's degree in planning, architecture, engineering or related field or equivalent experience and one year experience as a Planning Analyst I or three years increasingly responsible experience in school facility or urban planning work.
REQUIRED DOCUMENTS:

SPECIAL REQUIREMENTS / CERTIFICATES:
If selected for the position, out-of-district applicants must be T.B. tested and fingerprinted. A practical skills test may be administered at the time of interview.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license.
