Job description

Overview

Responsible for all planning and programming activities to meet Federal, Air Force, and base requirements and goals with consideration for life cycle, mission change, catastrophic failures, activity management plan, and more. Coordinates with unit representatives, supervisors, and government leadership to develop advocacy and support approval process documentation to each respective program: centralized and de-centralized, UMMC, MILCON, and funding by others. Works directly with customers, subject matter experts, and unit representatives to plan and prepare project approval documents. Customer oriented and communicates regularly with unit representatives, Operations Engineers, Project Managers, and maintainers to define requirements and prioritize mission needs.

Responsibilities

  • Evaluate facilities for conformance with Air Force requirements, standards, good planning practices, or other factors to develop appropriate project scope decisions to satisfy mission requirements.

  • Review and process work orders to validate requirements and coordinate investment timing. Confer with users, project advocates, Operations Engineer, and Project Managers to determine project scope and special considerations. Evaluate field conditions to ascertain impact on project scope.

  • Estimate costs for maintenance, repair, modernization, and construction of asset systems, facilities, or real property equipment.

  • Assist Community Planner and Operations Engineering staff to maintain and update the Installation Development Plan/Community Planning Platform, record drawings, Asset Management Plans, and similar documents.

  • Prepare installation and HQ required documentation to support approval processes in order to meet mandated and respective program timelines. Submit and upload project documentation as required.

  • Program projects to satisfy required documentation. Maintain and update data files (e.g. IWIMS, NexGen IT) and similar computerized systems of record.

  • Participates, when necessary, in concept and advanced design activities.

  • Support engineering design and construction.

  • Performs other duties as assigned to meet customer and mission requirements.

Qualifications

  • Bachelor of Science (BS) Degree or higher in Electrical, Mechanical, Structural or Civil Engineering, Architecture, Construction Management, or Community Planning. Able to qualify for a SECRET security clearance. One year of Programming/Estimating related experience or trades-related experience may be substituted for one year of education.

  • 0-3 years experience in Air Force project planning and programming preferred. AutoCAD software experience preferred. Air Force or DoD experience preferred.
