Job Description
Work Location: 525 Golden Gate Ave., San Francisco CA 94102
Schedule: Monday to Friday 8 am to 5 pm
Position Summary:
Under direction of the Customer Engagement Manager, the 5291 Planner III in the SFPUC Power Enterprise performs complex and responsible planning work supporting the City's efforts to expand access to clean energy programs for San Francisco electricity customers. The Customer Engagement Group is the main point of contact for power customers and will be responsible for the intake and resolution of all customer requests in order to facilitate access to SFPUC resources.
This advanced journey-level position assists in the preparation of planning, research, surveys, and projects; conducts investigations, collects and analyzes data on zoning, electrical subdivision design, and infrastructure mapping; assists in the preparation of written and graphic reports; and performs related duties as required.
Requires responsibility for: carrying out and interpreting city planning policies and procedures; making continuing personal contacts with representatives of government, civic and business organizations, and the general public in the explanation and interpretation of laws, ordinances, policies, rules and regulations relating to city planning activities; preparing, checking and reviewing important technical records involving the master plan, capital improvement program, urban renewal, zoning and other technical city planning records.
Essential Duties & Responsibilities:
- Compiles, analyzes and interprets city-wide electrical load planning efforts, such as building decarbonization and fleet electrification from a variety of forms and sources, make judgements and recommendations, for purposes of grid distribution planning.
- Provides electrical strategic planning advice and identifies clustering opportunities across City department project pipelines.
- Generates and maintains process flow mapping utilizing Critical Path Method (CPM) schedules, Precedence Diagram Method (PDM) schedules, or other.
- Tracks project pipelines across customers and identify alignment with new and existing assets for purposes of identifying strategic investment opportunities.
- Coordinate complex projects involving the resolution of conflicting interests.
- Interprets and explains legal, technical, and procedural aspects of planning work for individuals, permit applicants, government officials and community groups.
- Schedules collaboration meetings across stakeholder groups and prepares meeting agendas, minutes, PowerPoint presentations, and other documents as required.
- Prepares reports and presentations including maps, charts, and plans to track, identify and formulate recommendations on strategic investment concepts and opportunities.
- Prepares planning and engineering design documents, cost estimates, and analysis for evaluating strategic investment opportunities.
- Provides good customer service by meeting with customers, conducting site visits, reviewing engineering details, discussing priorities and construction schedules.
- Assists in the development and implementation of planning policies and procedures
- May be required to attend meetings or participate in work-related activities outside of normal working hours (evenings and weekends) in various community locations.
- Supports Memorandum of Understanding, Easement, Real Estate and other documentation development and execution across City Departments and SFPUC stakeholders
- Represents the SFPUC and serves as liaison for new and existing customers while advancing the City's climate goals in areas of energy efficiency and electrification.
- Work effectively in a team environment; establish and maintain cooperative relationships with various stakeholder types; design and carry out complex studies or projects; work collaboratively with staff and others.
- Performs other related duties and responsibilities as assigned.
Qualifications
Possession of a baccalaureate degree from an accredited college or university AND four (4) years (8,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design); OR
Possession of a master's degree from an accredited college or university in City, Regional or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies or Environmental Studies AND two (2) years (4,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design).
When assigned to Emergency Communications Department: Possession of a Baccalaureate degree from an accredited four year college or university AND four (4) years of experience in emergency/disaster planning and management.
