Job Summary:
This position is part of the centralized RTO Strategy organization within the Law, Compliance, Claims, Assurance and Procurement (LCCAP) Department and reports to the Manager, RTO Strategy. The position supports PSEG’s external interfaces with PJM Interconnection LLC (PJM) management, with other PJM Transmission Owners, with other PJM Generation Owners and Other Suppliers and with relevant trade and industry groups such as EEI and WIRES to advance PSEG’s business interests and to engage in the critical task of shaping rules established by PJM. This position will assist in representing the company at various PJM committees and Task Force efforts as well as in meetings and initiatives with other transmission owners consistent with shared obligations codified in the Consolidated Transmission Owners Agreement (CTOA). The position will serve as a back-up for the Manager, RTO Strategy in internal and external meetings regarding any transmission policy and energy market policy issues affecting the company. In addition, the position will have responsibility for tracking and reporting on Manual changes that occur at PJM and working with PSEG Power to determine the impacts of these Manual changes on our nuclear fleet as well as our strategic efforts associated with exploration and advancement of renewable resources (offshore wind, solar, energy efficiency, electric vehicles, battery storage).
Although primarily focused on transmission and markets strategy and the PJM interface, this position will also collaborate on broader RTO strategy affecting Enterprise, and will regularly interface with other business units, including PSEG ER&T, PSE&G Electric T&D, PSE&G Asset Management, PSE&G Electric Operations, and PSE&G Renewables & Energy Solutions (RES).
Job Responsibilities:
- Assist in representation of PSE&G’s interests at various committees and Task Force efforts in PJM and interface with PJM management as well as management from other transmission companies and stakeholders to advance the business interests of PSE&G’s transmission business.
- Support PJM markets policy advocacy through engaging in advocacy/rules shaping activities on behalf of PSEG ER&T. Communicate information regarding proposed PJM policy and rule changes and potential business implications to the generation portfolio to PSEG management.
- Summarize PJM meetings and make sure the business is made aware on a timely basis of all relevant PJM developments, including rules changes and important votes.
- Form and participate in coalitions with PJM staff, other Transmission Owners, and PJM members as appropriate to further PSEG’s business objectives.
- Maintain regular communication with PJM staff to receive timely information on topics relevant to the company’s business objectives.
- Responsible for maintaining up to date and accurate PSEG contacts at PJM and ensuring satisfaction of PJM governance requirements.
- Bachelor’s degree in Business, Economics, Finance, Political Science, Engineering or related field.
- Minimum 5 years of experience with energy regulatory issues, preferably in RTO/ISO context.
- Self-starter who can proactively learn new topics relating to transmission and wholesale markets and is capable of synthesizing information from various stakeholders.
- Knowledge of transmission policy, energy operations/commercial transactions, rates, planning issues and/or energy market policy issues.
- Demonstrated experience taking initiative and project managing issues from start to finish; demonstrated ability to work independently on complex issues.
- Effective at presenting and speaking in front of large audiences and in small meetings. Excellent presentation/communication skills both verbal and written.
- Demonstrated experience working with multiple groups in a large organization, facilitating dialogue, and resolving issues.
- Periodic travel to various meeting locations across the PJM Interconnection LLC footprint may be required.
- Must have a valid driver’s license.
- Experience with PJM or other RTO stakeholder processes.
- Familiarity with PJM’s transmission planning or markets rules and processes.
